2. Major duties and responsibilities :
The positionwill be reporting to the Director of Programming, Budgeting, Finance and Accounting(PBFA) and will:
• Develop andupdate an IPSAS implementation strategy including work plan in the context ofthe roll-out strategy with the goal of achieving full IPSAS compliant reportingby the beginning of January 2013;
• InterpretReporting requirements under IPSAS with reference to AUC's circumstances.
• Supportingand testing of information system solutions and assist in the re configurationof SAP to fully comply with IPSAS.;
• Develop aworking methodology for the determination of opening balances, including thepreparation of pro-forma financial statement and notes;
• Closelysupport the IPSAS task force in charge of implementing IPSAS and the revisionof the AU Financial Rules & Regulations;
• Keep alldocumentations of the meetings of the IPSAS implementing task force;
• Deliver acomprehensive set of IPSAS- compliant accounting policies, guidance andoperational procedures manual to support the preparation of IPSAS-compliantreporting including revised Financial Rules and regulations;
• Provideguidance and training to staff regarding IPSAS compliance;
• Playa leadrole to the development of AUC IPSAS compliant financial statements andreports.
1. Competencies :
•Comprehensive knowledge of IPSAS and IFRS,
• Provenability in developing timelines for project completion including projectdeliverables, measurable benchmarks and communicate the project statusregularly;
•Demonstrated experience in interpretation of International Public AccountingStandards and preparation of financial statements within an ERP environment;
• Experienceand knowledge of SAP FI module;
• Provenability to write in clear and concise manner and to communicate effectivelyorally;
• Ability toapply conceptual, analytical and evaluative skills in accounting operations;
• Ability toconduct independent research and analysis, identify issues, formulate optionsand make conclusions and recommendations;
• Very goodcommand of written and spoken English.
2. Educational Qualifications and WorkExperience Required:
Candidates must have a Master Degreein Accounting and eight (8) years of relevant experience or BA Degree inAccounting plus professional qualification (ACCA/CPA) and ten (10) years ofrelevant experience.
5. Language requirement: Proficiency in one of the AU working languages. Knowledge of one otherworking languages would be an added advantage.
6. Age requirement: Candidates must preferably be between 40 to 50 years old.
7. Tenure of Appointment: The appointment will be made for a period of 12 months,
