DRC is looking for highly qualified, self-motivated CCCM Coordinator for its program in Tanzania, able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners.
Who are we?
Danish Refugee Council has been operating in Tanzania from October 2015 since the establishment of Nduta refugee camp. DRC are working in Nduta and Mtendeli refugee camps, with a current combined population of 75,000 refugees, and expected population of 100,000. DRC are working in the sectors of Camp Management and Community Services, Protection and Shelter/Construction. Following the initial emergency response in 2015, DRC deployed emergency responders to open the program and are now, in 2016, stabilising the program to continue to address the needs of the growing refugee population in the two existing camps and a planned third camp. DRC are based in Kibondo, Kigoma region. DRC hope to soon secure funding to expand into the sector of livelihoods support and to support a local partner in camp management in a third camp, Nyarugusu, currently one of the largest refugee camps in the world, and home to 120,000 Congolese and Burundian refugees. A market and baseline assessment is ongoing in July, in partnership with 4 other INGOs.
Job profile
The CCCM Coordinator has the overall responsibility for technical quality and harmonisation/standardisation of camp management work in all sites and information flows on camp management programming to and from the field, ensuring learning across all camps for program quality. The CCCM Coordinator is responsible for the design of DRC Tanzania’s Camp Management strategy in line with UNHCR and the Ministry of Home Affairs (MHA) and has decision making authority on technical camp management issues, with direct line management to 2-3 camp managers and 1-2 community services managers. Moreover, external relations with UNHCR and MHA in regards to the refugee response and provides technical back-stopping to the Head of Office in donor relations. Lastly, he/she coordinates Camp Management staff capacity building across the different DRC-managed sites.
Key responsibilities
Programming and Coordination
» Provide technical guidance and advice to Camp Managers, Community Services Managers and camp management /community services staff (CCCM Team) in Nduta, Mtendeli and Nyarugusu camps
» Support CCCM Team to ensure that DRC is implementing high quality camp management programming in accordance with international standards and best practice;
» Identify gaps and needs in camp management programme in DRC sites;
» Provide trainings, workshops and close coordination to improve identified weaknesses in programming
» Promote a participatory approach (engagement of affected population) to camp management and service provision in the camps/sites;
» Lead on definition of DRC Tanzania’s CCCM strategy, in close coordination with MHA and UNHCR strategies
» Support design of and coordinate assessments as relevant to camp management and participate in assessments as required;
» Ensure program standardization and sharing of experiences, lessons learned, and good practices across DRC-managed sites;
» Manage Camp Management related information flow to and from field sites, including updates to and from UNHCR;
» Ensure CCCM related information products are standardised and kept up to date, e.g. site reports, 3Ws, briefing notes and coordinate advocacy efforts around camp management issues affecting DRC-managed sites;
» Quality assurance of proposals, donor reports, site reports, advocacy and policy notes and other CCCM reports;
» Support proposal development and coordinate multi-site proposals;
» Work closely with the Head of Office and Grants and Reporting Officer to ensure that all camp management activities are being appropriately monitored and evaluated;
» Work closely with other sector program managers (Protection, Shelter and Livelihood) to ensure integration between sectors in DRC programmes.
» Working closely with MHA/UNHCR/TWESA (local CCCM partner for Nyarugusu) for a clear definition of roles and responsibilities
» Set up of a CCCM Platform through which the different camps in Western Tanzania can discuss and analyse the situation in a coherent manner, supporting UNHCR’s recent move to ‘one operation’ coordination
Representation
» Actively participate in national CCCM-related meetings and relevant working groups
» Deputise for Head of Office when required
» Stay up to date with donor strategies and practices within Tanzania and provide technical backstopping to the Head of Programme in donor relations for CCCM
Organisation, administration and personnel management
» Direct line management of 3-5 international staff
» Provide technical questions and participate in the recruitment of Camp Management international and national staff;
» Identify training gaps among camp management staff;
» Support Managers on nationalisation planning for camp management staff;
» Roll out CCCM training in field sites, either delivering training or coordinating pool of trained trainers;
Accountability
» Ensure that DRC’s CCCM programming meets accountability obligations and is carried out in accordance with the Core Humanitarian Standard
» Work with the Protection Manager to ensure protection mainstreaming in camp management activities;
Any other duties as agreed with the Head of Office.

The CCCM Coordinator will report to the Head of Office
Qualifications
· University or graduate degree in international relations, development, law, gender, or other relevant field.
· Minimum of 5 years’ relevant work experience in camp coordination and/or camp management in camp and camp like-settings
· Strong knowledge of CCCM in different contexts
· Prior experience working with local partners
· Experience with capacity building, and in convening and facilitating trainings and workshops.
· Proven commitment to accountability and quality assurance.
· Excellent analytical and writing skills.
· Excellent interpersonal skills and demonstrated ability to establish effective and working relations with national staff members and other stakeholders.
· Experience living and working in cross-cultural, multi-sector, insecure, and/or remote environments.
· Ability to work well under pressure and in adverse conditions.
· Substantial project management skills and experience.
· Strong professional written and oral English language skills.
· Knowledge of French (or Swahili or Kirundi) would be a significant advantage.
· Proficiency in common computer packages and financial software i.e. Word, Excel, Powerpoint, etc.
Conditions Contract: 8 months contract, with possibility of extension contingent on funding.
Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates recruited by the Horn of Africa and Yemen Regional Office. This position is rated as A15 on the DRC salary scale available at www.drc.dk.
Availability: 1st August
Duty Station: Kibondo, Tanzania with some travel across Tanzania, especially to Nyarugusu/Kasulu base. Note that this is an unaccompanied position.
