Camp Management Expert , Nyarugusu, Tanzania

DRC is looking for highly qualified, self-motivated Camp Management Expert for its program in Tanzania, focussing on mentorship and support to a national NGO, able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners.
Who are we?
Danish Refugee Council has been operating in Tanzania from October 2015 since the establishment of Nduta refugee camp. DRC are working in Nduta and Mtendeli refugee camps, with a current combined population of 75,000 refugees, and expected population of 100,000. DRC are working in the sectors of Camp Management and Community Services, Protection and Shelter/Construction. Following the initial emergency response in 2015, DRC deployed emergency responders to open the program and are now, in 2016, stabilising the program to continue to address the needs of the growing refugee population in the two existing camps and a planned third camp. DRC are based in Kibondo, Kigoma region. DRC hppe to soon secure funding to expand into the sector of livelihoods support and to support a local partner in camp management in a third camp, Nyarugusu, currently one of the largest refugee camps in the world, and home to 120,000 Congolese and Burundian refugees. A market and baseline assessment is ongoing in July, in partnership with 4 other INGOs.
Job profile
The Camp Coordination and Camp Management (CCCM) Expert in Nyarugusu will assist and mentor the partner NGO to ensure an appropriate and efficient delivery of services to the refugee population. The CCCM Expert will be directly supervised by the CCCM Coordinator (60/40 Kibondo/Nyarugusu) and will be the functional head of base for Kasulu (the CCCM program for Nyarugusu being the only project running in this location).
Key responsibilities
Technical Support in CCCM
  • Support the CCCM partner NGO in Nyarugusu through trainings and ongoing mentoring.
  • Support strengthening of the CCCM response to assist and protect refugees by establishing and reinforcing the system of management, ensuring maintenance of camp infrastructure, and a strong focus on enhancing community participation with the affected populations.
  • Ensure the participation of women, persons with special needs (PSN), and other traditionally marginalized groups in camp activities.
  • Promote collaboration between duty-bearers and stakeholders working in Nyarugusu camp, especially with UNHCR and the Ministry of Home Affairs, to support CCCM planning and implementation
  • Support the definition of clear roles of the CCCM partner in Nyarugusu and understanding of this by all stakeholders including refugees
  • Provide technical support in CCCM in Nyarugusu generally to, among other things, adapt relevant policies and uphold international best practice and UNHCR standards.
  • Develop and implement a capacity building program for the local partner responsible for camp coordination and camp management, as well as for other stakeholders active in the sector.
  • Support any other relevant CCCM training for NGOs, government officials, and members of the refugee community.
  • Support CCCM information and knowledge management
Support Strategic Planning in CCCM
  • Conduct rapid needs assessments to better support camp management and strategic planning as well as identify risks and vulnerabilities, including those related to gender, age and diversity.
  • In close consultation with partners, develop concrete initiatives and specific strategies to improve camp coordination and camp management, as well as reduce identified risks.
  • Assess CCCM needs and identify problems/gaps and propose/prioritize timely practical actions to respond to particular problems.
  • Help to develop contingency plans for Nyarugusu generally based on worst-case and most likely scenarios in terms of population movements.
Monitoring, Reporting, and Development:
  • Develop and utilize CCCM monitoring tools and mechanisms to ensure proper management.
  • Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards and to measure progress against implementation plans.
  • Work to ensure adequate reporting and effective information sharing including by disaggregating data by age and gender.
  • Monitor financial spending and budgets for the program.
  • Contribute to donor and management reports on CCCM support projects.
Coordination and Representation:
  • Share relevant project information with stakeholders.
  • Participate in general camp coordination meetings as well as CCCM specific coordination fora.
  • Coordinate with MHA, UNHCR, TWESA, UN agencies, NGOs, and other key stakeholders on CCCM issues and relevant contingency planning.
  • Ensure internal coordination and harmonization of DRC CCCM-related activities with DRC’s other programs.
The Camp Management Expert will report to the CCCM Coordinator
· University or graduate degree in international relations, development, law, gender, or other relevant field.
· Minimum of 5 years’ relevant work experience in camp coordination and/or camp management in camp and camp like-settings
· Proven experience working with local partners
· Experience with capacity building, and in convening and facilitating trainings and workshops.
· Proven commitment to accountability and quality assurance.
· Excellent analytical and writing skills.
· Excellent interpersonal skills and demonstrated ability to establish effective and working relations with national staff members and other stakeholders.
· Experience living and working in cross-cultural, multi-sector, insecure, and/or remote environments.
· Ability to work well under pressure and in adverse conditions.
· Substantial project management skills and experience.
· Strong professional written and oral English language skills.
· Working knowledge of French is required
· Swahili or Kirundi would be an added advantage.
· Proficiency in common computer packages and financial software i.e. Word, Excel, Powerpoint, etc.
Conditions Contract: 8 months contract, with possibility of extension contingent on funding.
Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates recruited by the Horn of Africa and Yemen Regional Office. This position is rated as A14 on the DRC salary scale available at
Availability: 1st August
Duty Station: Nyarugusu/Kasulu, Tanzania with some travel across Tanzania, especially to Kibondo (DRC’s coordination office). Note that this is an unaccompanied position.
