Introduction
Church World Service (CWS) is urgently recruiting for a Temporary Accountant. This position is responsible for the daily expenditure, management and maintenance of the CWS Tanzania Emergency Appeal financial records, in accordance with the guidelines of CWS Africa policies and procedures and in accordance with ACT Alliance reporting guidelines.
CWS is filling this position for an initial Six (6) months. The position reports directly to the CWS Tanzania Emergency Coordinator and also works closely with the CWS Africa RDP Finance and Administration Officer based in Nairobi and the Tanzania Regional Coordinator.

Primary Purpose
This position is responsible for the daily expenditure, management and maintenance of the CWS Tanzania Emergency Appeal financial records, in accordance with the guidelines of CWS Africa policies and procedures and in accordance with ACT Alliance reporting guidelines. The position reports directly to the CWS Tanzania Emergency Coordinator and also works closely with the CWS Africa RDP Finance and Admin Officer based in Nairobi and the Tanzania Regional Coordinator.
Supervision
This position reports directly to the Tanzania Emergency Coordinator.
Essential Duties
1) Maintain and prepare the financial transaction documentation.
2) Accurately record all the project financial transactions.
3) Develop and prepare routine project statements.
4) Periodically review the partner project financial reports against actual delivery of implementation activities.
5) Reviewing and approving of partner’s projects revised work plans and revised budgets in conjunction with the project coordinator
6) Preparation of variance analysis reports for management decision making
7) Assist in budgetary controls through monthly preparation of management accounts.
8) Reconciliation and monitoring of staff advances
9) Reviewing and analyzing of partner’s financial reports to ensure adherence to terms stipulated in the contractual documents and compliance with policies and procedures.
10) Ensure that the partners submit updated advance request sheet as required and on a timely basis
11) Timely disbursement and tracking of funds and alert management in case of non-compliance and mismanagement of funds
12) Financial management training and capacity building through project visits once a month per partner.
13) Act as an internal auditor for the partner projects.
14) Prepares and organizes relevant documents and reports for the annual audit, responds to auditors’ queries and provides audit schedules and analyses as requested.
15) Receives refunds of unused travel cash advances and any other cash and check refunds, issues receipts for any refund received and ensures regular and timely banking of all refunds received.
- Monitors bank balances and funds transfers from CWS Africa Nairobi Headquarters and CWS Global Headquarters office and disseminates this information to the Emergency Coordinator and the CWS Africa Finance and Admin Officer in Nairobi on a current basis.
- Performs quarterly stock-take of Inventory and prepares and submits a report on variances to the Emergency Coordinator and Tanzania Regional Coordinator for follow up.
- Assists in budget preparation by providing requested data.
- Follows sound accounting procedures and practices in conformity with GAAP, IAS and OMB circulars to ensure accuracy and transparency on the use of US Government’s funds.
- Reviews purchase requests before they are turned into purchase orders.
- Files and retrieves financial documents.
- Undertakes all duties as may be assigned by supervisors in order to improve on internal controls and financial operations for the overall achievement of CWS Africa’s goals and objectives.
Qualifications
Education:
Bachelor of Commerce degree, Accounting option required.
Experience:
One year directly related specialized experience performing the essential duties is required.
Experience in the Non-Governmental sector preferred.
Knowledge/Skills:
· Knowledge of Excel spreadsheets and ACCPAC or similar accounting software.
· Knowledge in fund and accrual accounting principles.

Working Conditions
Physical:This position requires bending, squatting, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying moderate loads.
Environmental:Normal office working conditions.
Special Requirements
A Certificate of Good Conduct is required before the start of employment. Employee will be entrusted with the receipt, custody and payment of money.
Licensing/Certification
Certified Public Accountant Part II (CPA II) or Association of Certified Chartered Accountants (ACCA) is required.
