Land O’Lakes is seeking an experienced leader for the role of Deputy Program Director, Operations on an anticipated livestock genetics improvement program funded by the Bill and Melinda Gates Foundation—Public-Private Partnership for Artificial Insemination Delivery (PAID) in East Africa. The future program’s goal is to help farmers access more improved and appropriate genetics—a key opportunity to improve production of milk and to tackle systemic poverty. With our private sector partners we will test and introduce new reproductive technologies (sexed semen, embryo transfer, in-vitro fertilization, etc.) to increase the supply of improved heifers.
The Deputy Program Director, Operations will provide leadership to the day-to-day management for the operational functions of the Tanzanian office and integrate and manage the grants component of the project. This fund will support private companies in the region and the role will prepare all related documentation for sub-award agreements and invoicing to ensure the strictest compliance with donor and Land O’Lakes policies and procedures. S/he will work closely with the HQ program manager for day to day contract/subcontracting and as well as HR and admin (HR files, benefits, employment contracts) fleet management and all other procurement for the entire program. S/he will support project start-up including registration and hiring of field teams in the critical first few months of operations to ensure fast start up and immediate impact.
The Deputy Program Director, Operations will be overseeing cross-cutting activities including gender integration, and effective outreach and communications and monitoring and evaluation (M&E) practices. S/he will manage the Evaluation and Learning Manager in addition to the daily operations of the Tanzania team.
Qualifications:
An advanced degree in financial management, business administration or related field;
At least 7 years in NGO operations management with a clear progression of roles and responsibilities;
Previous experience working with international foundational donors such as the Gates Foundation;
Demonstrated experience working with and knowledge of contracting mechanisms with international donors;
Minimum of 5 years’ experience in an operational management role for programs $10 million+ in size;
Well organized, detail-oriented and ability to work independently;
Previous experience managing remote teams;
Advanced skills with Microsoft Excel.
This position is wholly dependent on award and approval.
