Our client Financial Sector Deepening Trust (FSDT) is a Trust funded by five international development partners; DANIDA, DFTAD-Canada, DFID, SIDA, the Bill and Melinda Gates Foundation (BMGF). FSDT Tanzania aims to further develop the country’s financial system to provide greater access to financial services to more Tanzanian men, women, and enterprises. Incorporated in July 2004, FSDTs Tanzania’s mission is to generate sustainable improvements in the livelihoods of poor households through reduced vulnerability to shocks as well as increased incomes and employment. FSD Tanzania’s vision is to achieve improved capacity and sustainability of the financial sector in Tanzania by meeting the needs of small-to-medium enterprises (SMEs) and individuals. The FSDT intends to appoint a Head of Digital Finance (DF).Roles & Responsibilities
The Head of Digital Finance will report to FSDT Tanzania’s Operations Director and will primarily focus on:•Support the use of mobile money, electronic payments, agency banking, and other forms of technology to increase financial inclusion in Tanzania;
•Support management in managing FSDTs strategies and business plan objectives related to extending financial services in remote areas and for women;
•Responsible for overseeing FSD Tanzania’s Digital Financial Services initiatives at the Macro, Meso and Micro levels;
•Work closely with Regulators, the Operations and Executive Director to regulate policy analysis and generate thought leadership by advising FSDTs partners on mobile money and digital financial services;
•Manage and developing FSDT’s digital financial services portfolio of projects and investments which will entail market analysis, strategic and business planning, forming strategic linkages, investment opportunity development, project appraisals and monitoring and evaluation;
•Engage in all stages of project cycle management, from the development of an idea to monitoring and evaluation of investments. Key steps will include: market analysis, strategic and business planning, strategic linkages, investment opportunity development, project appraisals, as well as monitoring and evaluation;
•Work with the management team to define and develop various types of interventions that will result in the dramatic uptake of digital financial services by poor people in Tanzania.
•Lead the team that will design, evaluate, and drive potential investments in digital financial services, mobile money, electronic payments and agency banking;
•Serve as a thought leader in digital financial services within Tanzania, by providing specialist advice on digital financial services, mobile money, electronic payments and agency banking to relevant entities aimed at helping them advance their efforts in financial inclusion;
•Partner with other theme heads to integrate digital solutions in their portfolios including agricultural finance, SME finance, micro-insurance, and other financial inclusion products/portfolios;
•Collaborate with donors and other market players driving DF`s agendas in Tanzania while minimising duplication of efforts; and
•Collaborate and building the expertise of other members of the DF`s team.
Requirements
The Head of Digital Finance will have the following experience and attributes:•At least 10years’ experience working in financial services, telecom, mobile money, electronic payments, and/or agency banking within MNOs, private financial institutions, consulting firms, or a combination of these;
•Strong educational credentials in a relevant subject (e.g. economics, business law, telecommunication, finance, accounting, business, but others will be considered);
•Knowledge of related regulations, as well as the ability and confidence to engage at the highest levels with relevant agencies;
•Experience working in Africa or other developing country contexts is required;
•A prior experience managing and growing a team is essential;
•Prior experience preparing and managing grant agreements, subcontracts, and investments is desirable;
•Flexibility and willingness to work with tight deadlines is a requirement of this role;
•Excellent written and spoken English and the ability to be an excellent team player.
Additional Information
The Head of Digital Finance will have one or two staff reporting directly to him or her. Travel within Tanzania and other Sub-Saharan African countries will be required and international on occasion. This role will be a three year contract, subject to performance. The contract may be renewed by mutual agreement.
