Communication Officer

Job purpose: The Communications Officer shall lead, support the design and delivery of communications components 'of the project and will report to the Senior Programme Manager.

Job Requirements:
The Communicat1ions component of the project is achieved to a high standard as per the project proposal.
Information packages are developed for youth to be aware of opportunities presented by the project
Effective Communications approaches are in place at different levels of the project, including social media, publications, web pages
Radio and TV shows ae developed with Youth Livelihood Forum members
Visibility of the project is high, pertaining to all EC media guidelines
Project documentation/ progress is turned into effective communications pieces for sharing externally with a wide range of audiences, including youth, communities, the donor and government
Information packages are developed as per the project proposal aimed at youth
A wide range of communications platforms are set up/ used to share information on the project, including the web & social media
Journalists are engaged with to ensure high visibility of the project
Youth Livelihood Forums are supported to express their views and opinions and advocate for change using different media, including radio and TV, to meet advocacy objectives of the project

Qualification, Experience& skills'
At least 6 years 01 experience working in Communications
Professional experience working on large projects, achieving outcomes within set timeframes
Fluent in English and Swahili
Master's degree in relevant area and/or equivalent work experience
Experience working on Communications and engagement with media, including social media
Demonstrable expertise of using different communications techniques, including developing strategy to make this work effective and aligned with advocacy objectives
Experience in working with youth .
Experience in engaging with radio and TV shows for supporting awareness raising and advocacy
Desirable: well networked in this area of work with the media/journalists in Tanzania
Strong verbal and written communication skills
Ability to build and foster collaborative working relationships with diverse stakeholders including project staff, partner staff, local government representatives

Governance &Advocacy Officer 1 POSITION DSM

Job Purpose: To learn on the Governance and Advocacy component of the EC funded
project and will report to the Senior Programme Manager.

Job Requirement:
The Governance and Advocacy component of the project is achieved to a high standard as per the project proposal. .
Effective advocacy approaches are in place at different levels of the project supporting youth networks to devise and implement strong advocacy strategies.
Strengthened capacity of youth groups and networks with the critical skills and capacities they need to carry out advocacy initiatives, including through training.
Youth groups and networks can effectively engage with government, private and civil society sectors to address issues and challenges associated with youth economic empowerment.
Key duty bearer institutions as well as youth groups are capacitated to work together to find common solutions to the problems identified by the youth in the project.
Evidence is collated on all advocacy initiatives and shared with the Senior Programmes Manager and M&E Officer.


Qualifications, experience &skills

Have experience working on youth participation and empowerment or with community youth groups and or national youth civil society networks
Demonstrable expertise of advocacy techniques, planning and strategy development at a national level.
Proven track record of designing and delivering advocacy trainings

Desirable: well networked in this area of work with local NGOs and CBO in Tanzania
Sound understanding of the policy and legislative process in Tanzania
Strong verbal and written communication skills
Ability to build and foster collaborative working relationships with diverse stakeholders including project staff, partner staff, local government representatives
Ability to monitor project results and expenditures against work plans for this component
Editing and report writing skills

M&E Officer 1 POSITION DSM

Job Purpose: To lead on the Monitoring & Evaluation for the EC funded project and will
report to the the Senior Programmes Manager.

Job Requirement:
A robust M&E framework is in place for the project as per the EC guidelines
All staff and partners are capacitated on the M&E framework for effective reporting
A strong baseline is conducted for the project as well as annual reviews
An effective market and skills analysis is conducted
All project indicators are monitored and reported on timely
Technical support and coordination is provided to all responsible for data collection. ,"
• Clear reports are created which show how the project is progressing as per proposal objectives
Learning is well documented throughout and communicated effectively with 'all stakeholders,' ','" including to a high level that can be shared with the donor. .• . " ,
Case studies and other forms of documentation to support the project's visibility are developed with the Communications Officer. ' .
Achievements in advocacy an governance are monitored wi.th, the Governance& Advocacy Officer.'
Dissemination of the final evaluation with relevant stakeholders is completed.

Qualifications, Experience & skills
University degree in economics/social science/ development studies or Statistics; Masters degree will be added advantage
At least 5 years practical work experience specifically in monitoring & evaluation
Demonstrated skills in quantitative and qualitative research/survey methodology including usage of statistical packages e.g. SPSS
Skills and experience on Youth Employment is an added advantage.
Demonstrable experience in community and/or international development including
management experience, including strong experience in multi-year, large project management
Experience in Participatory methodologies on monitoring and evaluation
Proven understanding of programming concepts.
Sound understanding of issues related to gender, equity, participation and inclusion
Strong analytical and logical ability, Design and M&E skills
Good knowledge of programming processes, systems and principles, and the ability to provide
Leadership and support to staff working at community level.
Numeracy and the ability to interpret data, in order to provide, management support to
programming including planning, monitoring and reporting.
Facilitation, presentation, good administrative and presentation skills

Project Coordinator 

Job Purpose: To coordinate and implement an EC funded project on Inclusive Livelihoods for Youth in the Informal Sector on behalf of Plan and reports to the Senior Programmes Manaqer,

Job requirement
Successful implementation of the project to achieve set results in DSM,Pwani and Morogoro
Management of project's performance, including that of partners
Development and maintenance of positive relations and communication with implementing ~
partners, Community Based Organizations, VETA, Ministry of Information, Youth, Cultures Sports . J and other Government bodies '" .
Production of regular and high quality project narrative & financial reports as required by the
Senior Programmes Manager for donor reporting.
Successful implementation of all program activities based on the approved work plan
Leading all implementation staff effectively to establish YSLAs, IMAs, all trainings and monitoring the outcome of these.
Development and maintenance of positive relations and communication with implementing partners/ implementing partners, Government bodies, donors and other stakeholders.
Ensuring Baseline, annual, midterm and end project and evaluation reports are disseminated.

Qualifications, Experience & skills
At least 6 years of experience coordinating international development projects in household
economic security, youth employment and/ or community development
Professional experience interacting with partners and achieving project outcomes accordingly
A master's degree in relevant areas such as economics/social science/ development studies or
Ability to build and foster collaborative working relationships with diverse stakeholders including
project staff, partner staff, local government representatives
Ability to monitor project results and expenditures against work plans
Strong facilitation and training skills to supervise the work of Training Officers effectively
Strong People Leadership skills: team building, coaching & mentoring of staff

Project Accountant 
Project Accountant 1 POSITION DSM
Job purpose: To provide timely and reliable financial information and analysis that leads to effective decision making and will report to the Country Finance Manager .

Job Requirements:
Project cash and budget management
Prepare Weekly and monthly Project cash forecasts in a realistic manner
Review Cash Disbursement vouchers, purchase requisitions and orders.
Review payment packages for budget availability and correct coding.
Monitor available budget versus actual arid planned expenditure to ensure budget adequacy and
future budgetary realignments.
Ensure timely processing and disbursement of payments to partners and suppliers
Prepare work plan and budget in coordination with the project team and make sure that all expenditures are according to work plan and budget.
Ensure that partner spending is in line with their agreed budget and inform senior management of any expected deviation for timely action.

Financial reporting
Manage general ledger accounting and entering of project expenditure into the system
Reconcile Accounting software reports with project Reports
Monitor the advances register and Sub-Grantees advances
Ensure Accountability in Preparation, review, consolidation and submission of correct and complete Project Financial reports on time
Coordinate and ensure availability of all documents during Project audit

Internal Financial Controls enhancement
Ensure adherence to financial controls, processes and procedures.
Follow up finance-related audit actions
Participate in Quarterly physical asset and inventory verifications
Partner Coordination and Monitoring
Coordinate" and follow up with partners to submit timely and complete financial reports in accordance with agreements and terms and conditions.
Ensure that partner financial reports are validated periodically by verifying underlying documentation.
Support with capacity building of the financial staff assigned by VSO, UHIKI and CODERT
Training of partners in financial and record maintenance as and when required.
Qualification, experience & skills
In-depth knowledge of the Finance and accounting preferably in Non profit making organisation
A degree in Accounting or its equivalent
CPA will be an added advantage

Analytical and problem solving skills
Excellent communication skills appropriate to the audience
Proficient Computer skills and use of relevant accounting packages
Ability to work under harsh condition
Ability to work under multidisciplinary and multicultural environment
