VACANCY ANNOUNCEMENT: FINANCE OFFICER
The African Union was established as a unique Pan African continental body. It is charged with the responsibility of spearheading Africa's rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States; as well as developing a new world wide partnership. Its Headquarters is located at Addis Ababa, capital city of Ethiopia.
In a move to show solidarity with Members States that are most hit by the Outbreak of Ebola Virus Disease the African Union Commission is working with all Member States and International partners towards containing the spread of the disease.The ASEOWA main objective is to contain the Ebola spread in West African countries.
In seeking to achieve this objective, the African Union intends to recruit a Monitoring and Evaluation Officer to join forces with other international community to contain the spread of Ebola virus in West Africa.

Major Duties and Responsibilities
Under the immediate supervision of the Director of Social Affairs, the finance officer will be responsible to:
- Assist in the development of relevant guidelines, procedures, Partners compliance checklists and schedules to enhance proper functioning of the accounting system management of the financial resources and implementation of Partner agreements; t
- Produce and assist in the review of financial reports to ensure that adequate systems of internal control are maintained and proper management and the financial resources exists and that up to date and reliable financial records are maintained in conformity with the AU financial rules and Regulation, policies and procedures and financing agreements;
- Prepare financial reports, expense reports and other financial annexes as art of the project and grant cycle management;
- Ensure that monthly and annual financial reports of partner's funds are properly prepared and submitted on time
- Ensure maximum usage of the AUC Integrated Financial Management System (IMIS) in recording and producing reports;
- Ensure the proper processing of fund transactions and provide financial reports for donors and internal management
- Ensure that donor fund disbursements are made for expenditures indicated in the budget/work plan for executing programs/projects as specified;
- Assist to ensure allocation of expenditure to the appropriate fund of account and monitor proper budget utilization to ascertain that budget appropriations are not overspent;
- Develop budget proposals for Partner funds in line with AUC financial, administrative and operational parameters in collaboration with SPPERM and project managers; follow up agreement with Partners, and ensure budget utilization is in compliance with agreements;
- Evaluate trends of financial implementation and make necessary recommendation for possible improvements;
- Assist to review information and explanation provided by project managers to audit queries and Partner request;
- Assist in follow up and implementation of recommendation of the AUC's internal and external auditors as well as partner's contracted external auditors;
- Prepare cash requirement forecast for funds, request for the release of funds and follow up subsequent receipts; and monitor cash requirement against utilization
- Ensure that proper bank accounts are used for funds that have their specific bank accounts;
- Perform both bank and cash reconciliation for partner's funds;
- Perform any other functions as may be assigned by supervisors.
Qualifications and Work Experience Required
- All successful candidates must demonstrate and overriding commitment to work with local communities, possess up to 5 years of relevant work experience in financial planning and management including reporting.
- It is also required that a minimum of Bachelor's Degree in Accounting Management or any Accounting affiliated branch.
- All applicants must be willing to regularly travel to Ebola affected countries during this international emergency.
OTHER RELEVANT SKILLS
- Must have web based skills like HTML.
- Good knowledge in equipment used for data processing.
- Excellent interpersonal skills, ability to organize and motivate others, and work in a multicultural environment,
- Must have good communication skills
- Excellent drafting and reporting skills;
Tenure of Appointment
The appointment will be made on a fixed term contract for a period of six- month, of which the first one (1) month will be considered as a probationary period.

Remuneration
The salary attached to the position is a fixed monthly lump sum of US$6,002.83 (P2 Step5) inclusive of all allowances for internationally recruited staff, and US$5,035.86 inclusive of all allowances for locally recruited staff.
