Public Health Specialist for Prevention (Key Populations)

The Embassy of the United States of America in Kigali is recruiting for the position of Public Health Specialist for Prevention (Key Populations). The incumbent will be seconded to the RBC (MHO). The position is available to start immediately.

BASIC FUNCTION OF POSITION

The Public Health Specialist for Prevention serves as the key public health advisor for Key Populations in the prevention program and reports directly to the Prevention Team Lead. The incumbent is responsible for the design, implementation, coordination, and evaluation of a broad range of agency-funded Key Population activities and studies funded by the President's Emergency Plan for AIDS Relief (PEPFAR). The incumbent provides technical assistance and capacity building to the Rwanda Ministry of Health (MOH) on the planning, implementation and monitoring of Key Populations prevention program activities. The incumbent provides support for the implementation of a combination of HIV prevention interventions to prevent new infections in Key Populations. The incumbent participates in prevention issues at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies.

REQUIREMENTS

All applicants MUST address each selection criterion detailed below with specific and comprehensive , information supporting each item.
  • Medical Degree is required. The incumbent should have practical and theoretical (specialized) training in all areas of HIV prevention.
  • Minimum 3 years progressively responsible work experience in HIV/AIDS or other public health program management including demonstrated experience in the design, planning, implementation, monitoring/evaluation of related public health programs is required.
  • English Level IV: Fluency in speaking, reading, and writing is required.
  • Must have an in-depth understanding of the structure and functions of HIV Prevention Programs in Rwanda. Must have a detailed and broad knowledge of the policies, procedures and regulations of the Government of Rwanda -specifically the structure and operations of the Ministry of Health, the environment for health care delivery and HIV treatment at the national, regional, district and community level in Rwanda. Must have detailed knowledge related to health care delivery, care and treatment, and public health issues commonly encountered in the implementation of HIV prevention activities. Must have in-depth knowledge of HIV prevention, care and treatment strategies, HIV/AIDS public health programs, methods, processes, techniques used to plan, develop, implement and evaluate results of HIV prevention programs.
  • Must be able to compose complex written documents. The position requires accomplished writing skills, keyboarding (both speed and accuracy) and computer skills with standard knowledge of office software applications, including word processing and spreadsheets. Budget oversight and data analysis requires advanced level of numerical skills. Competence in statistical software packages such as EPI-INFO, SPSS, STATA, or SAS are essential.
