Organizational background
The World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. Its programmes in Rwanda include food assistance for nutrition, livelihoods, relief and emergency school feeding, while also supporting humanitarian air and logistics services, food security coordination and infrastructure rehabilitation projects.
WFP Rwanda Country Office is looking for a qualified candidate to fill the position of Human Resources Officer based in Kigali. This position is open to qualified men and women Rwandan nationals. Qualified women candidates are particularly encouraged to apply.
Under the overall supervision of the Country Director, this position will be the Head of Human Resources Unit and will be responsible for the following:
Minimum Qualifications:
Education: University degree with experience and training/courses in one or more of the following disciplines: Human Resource Management, Public or Business Administration, Industrial Psychology, Law or other related fields. Advanced/Masters University degree in a related field is desirable.
Experience: At least five years of postgraduate progressively responsible professional experience in human resource development, administration or management. Successful completion of work in ne specialized human resources area or demonstrated leadership of a human resource function.
Application of specialized expertise in making determination on staff entitlements, classification of posts and recruitment selection decisions.
Experience in formulation of effective human resources operations where methodology is established or human resources problems have precedents. Development of human resources programme within country which meets local needs or improves upon established procedures,
Language: Fluency in both oral and written English, and at least working knowledge of French. Good knowledge of Kinyarwanda.
Knowledge: Training and/or experience utilizing computers, including word processing, spreadsheet.
Desirable knowledge and skills:
Good knowledge of UN system policies, rules, regulations and procedures governing human resources administration. Knowledge of web-based HR Management software. Experience in working with teams, involving people of different nationalities and/or cultures. Excellent analytical skills. Excellent interpersonal skills. Client orientation skills. Proven experience in working with partners such as the Government, UN agencies, national and international NGOs.
