The RESPOND Tanzania Project (RTP) is funded by the United States Agency for International Development (USAID), through an Associate Award under the RESPOND Leader with Associates (LWA) award, and is managed by Engender Health in partnership with the Meridian Group International, and the Population Council. The program focuses on the informed and voluntary use of long-acting and permanent methods of contraception (LA/PMs), scale-up and strengthening of prevention of mother-to-child transmission of HIV (PMTCT), decentralization of comprehensive post abortion care (cPAC) services and building capacity for delivery of health facilities to respond to gender-based violence (GBV) and violence against children (VAC).
EngenderHealth Tanzania Country Office is now seeking the expression of interests for the position of HIV/AIDS and GBV Technical Advisor based in Dar es Salaam. This position is open for Tanzania national candidates only.
JOB SUMMARY
The Technical Advisor will report to the Senior Technical Advisor HIV/AIDS and GBV and will provide technical expertise in the area of HIV/AIDS/, GBV and related fields including cervical cancer screening and service integration. Working together with Senior Technical Advisor HIV/AIDS/and GBV will provide technical support in the development of strategies, programs, work plans and activities to expand implementation of the RESPOND Tanzania Project activities related to Prevention of Mother to Child Transmission of HIV (PMTCT) and GBV services in Manyara, Iringa and Njombe regions of Arusha and Iringa Field Offices (FOs) respectively, and as we expand service integration will support other FOs as required. At HQ level the Technical Advisor will work very closely with the Senior Technical Advisor responsible for HIV/AIDS/ and GBV in planning, implementing and reporting on PMTCT and GBV activities.
SPECIFIC RESPONSIBILITIES;
- To develop strategies, programs, work plans and activities to expand services related to Prevention of Mother to Child Transmission (PMTCT) of HIV, Cervical Cancer Prevention, service integration and GBV.
- To provide technical programmatic assistance for initiating, improving and expanding facility and community based PMTCT activities, including access to care and ARV treatment
- To promote and assist in the integration of GBV, cervical Cancer screening and HIV/AIDS/PMTCT interventions into other reproductive health services including family planning
- To coordinate and ensure timely implementation of the work plans and production of quarterly and annual project reports from the responsible FOs
- To initiate production and dissemination of lessons learnt and project achievements including development of abstracts and paper presentations in relevant national and international conferences and production of technical briefs and success stories.
- Conduct supportive supervision to the FOs to monitor Engenderhealth’ s support to the districts results to quality services to clients
- With the Senior Technical Advisor identify specific areas of technical needs and coordinate the provision of the required technical support to each FOs.
- Provide leadership in developing effective networks and referral systems from clinical to community level (Community Volunteers) and to ensure appropriate referral for continuum of care of respective clients.
- To participate and effectively represent EH/RESPOND Tanzania Project in technical meetings involving special functions, program reviews and other related meetings in the region
- Perform any other duty assigned by his/her supervisor
Knowledge, Skills and Abilities:
- Demonstrated technical expertise in public, private and NGO RH services including HIV/AIDS, maternal health and gender based violence
- Experience in integration of client and gender-sensitive programming and perspectives into reproductive health services PMTCT.
- Experience with USAID-funded or other donor funded projects.
- Demonstrated experience working collegially with other technical team members, experts and staff from the public, private and NGO sector.
- Demonstrated capacity to oversee development/implementation of work plans, with a result orientation.
- Exceptional interpersonal communication, team work, partnering and consensus-building skills, with the capacity to work with minimum supervision.
- Ability to coordinate, prioritize and organize workload to meet specific deadline.
- Familiarity with the health sector and local government structures in Tanzania
- Strong supervisory and management skills.
- Demonstrated training skills including workshop facilitation is desirable.
- Strong oral and written communication skills in English and Swahili
- Strong computer skills necessary for data analysis and reporting
- Experience in writing technical documents in English preferred.
- Ability to travel up-country up to 30% of time.
Qualifications:
- Degree in Medicine or Nursing, Assistant Medical officer. Master’s degree in Public health is an added advantage.
- Proven work experience in reproductive health, gender, HIV/AIDS/PMTCT and related projects
- Sound experience in providing technical support to government and private sectors in initiating and strengthening HIV/AIDS/PMTCT services that is linked to other services like the care and treatment, Home-based care, GBV, reproductive health services and other community interventions
- Worked on U.S. government PEPFAR funded projects.
- Excellent English and Kiswahili writing and oral communication skills. Fluency in both languages preferred.
- Computer literate with proficiency in data handling
