Senior Renewable Energy Advisor

In the renewable energy sector, SNV aims to accelerate access to energy in mostly rural, off-grid areas with solutions varying from biogas and improved cooking stoves to sustainable fuels and solar PV for lighting SNV has been working in Rwanda since 1980 and is active in all of SNV’s three sectors (Water, Sanitation and Hygiene, Renewable Energy; and Agriculture).The overall goal of SNV Rwanda Renewable Energy sector is to contribute to the improvement of the livelihoods of rural and peri-urban people in Rwanda by accelerating the dissemination and use of renewable energy products and services. SNV Rwanda is involved in three sub-sectors: Domestic Biogas, Improved Cook Stoves, and Solar. Throughout these sub-sectors, SNV looks for market-based solutions to increase access to cooking and lighting energy for domestic and productive use.
SNV Rwanda is seeking qualified candidates for the position of Senior Renewable Energy Advisor to further strengthen the RE team in the development of market based RE solutions for households and SMEs. He/she will be responsible for the overall quality of the Renewable Energy program content, business development and resource mobilization, steering the quality of technical advisory services, and overall management of the SNV Rwanda Renewable Energy programmes (biogas clean cook stoves and solar). The Senior Advisor will enhance the quality and visibility of our Renewable Energy programs and position SNV within the Renewable Energy sector in Rwanda. The successful candidate should have demonstrated experience and the ability to combine technical, resource mobilisation and programme leadership roles.
Responsibilities
Overall responsibility for the SNV Rwanda RE sector : ensure quality programming, deliver effective development results, planning & monitoring, financial management and reporting to donors
Business Development and Project Acquisition: develop proposals and secure funding for innovative RE programmes; lead the discussions and negotiations with potential donors and development partners
Develop and maintain a network of key stakeholders including donors, development practitioners, Government officials and private sector development actors.
Project management (planning, budgeting, M&E framework, organization, progress reporting, oversee finance and logistics, etc.)
Procurement of major goods and services, incl. Local Capacity Builders (LCBs) / Consultants
Developing market-based solutions and Public Private Partnerships in the RE sector
Advisory Services: lead complex assignments, set benchmarks for results, and monitor quality of advisory services of the RE sector team;
People Management: lead and coach the team of SNV advisors, local service providers and consultants;
Monitoring & Evaluation: ensure uniform understanding and practice in planning, reporting, monitoring, and evaluation of RE programs in line with SNV’s internal frameworks;
Ensure documentation of the knowledge developed and the experiences/achieved results in SNV’s advisory practice and the practice of our clients.
Promote a ‘Governance for Empowerment’ (GfE) approach.

Candidate Profile:
Masters’ Degree in Renewable Energy Technologies/Economics/ Business studies or equivalent in related field;
At least 7 years of relevant working experience in renewable energy with an outstanding track record in Biogas, Improved Cook Stoves. Experience in the solar sector is a plus.
Minimum of three years’ experience in inclusive business development with private sector actors. Out of the box thinker for innovative business ideas/business case development.
Proven experience with project development and management: project planning, monitoring, evaluation, reporting and financial management;
Proven experience with business development, programme development, knowledge development, proposal writing, international donor- and private investor relationship management;
Proven experience in capacity building, facilitation of multi-stakeholder processes, change processes and good governance;
Proven experience in the development and promotion of renewable energy related policies and regulatory frameworks, ;
A self-motivated achiever with excellent intercultural leadership, teamwork, coaching, communication, networking and organisational skills
Experience in writing practice-based knowledge documents
Knowledge of gender concepts and promotion of women entrepreneurship
Proficient in English, and preferably working knowledge of French
