Health Engagement and Advocacy Director

Position Description Plan is seeking applicants for a proposed Health Advocacy and Engagement Director for an anticipated USAID-funded citizen’s health and social systems strengthening project in Tanzania. The Health Advocacy and Engagement Director will serve as the project’s full-time technical lead for activities aimed at strengthening citizens’ involvement in governance and accountability in the public and private health sectors. , especially in relation to maternal, newborn, and child health (MNCH), family planning (FP), reproductive health (RH), nutrition, and malaria prevention services. This is a full-time position based in Dar es Salaam, Tanzania.

Responsibilities •Lead technical design, oversight, and monitoring of activities for enhancing citizen engagement in health services delivery and strengthening accountability in the public and private sector. •Build partnerships between civil society, state and local governments and the private sector •Contribute detailed and accurate technical deliverables and reports to fulfill USAID reporting requirements. •Coordinate technical activities with USAID Tanzania, partners, sub-recipients, government agencies, international and local NGOs, and community organizations. •Ensure the timely and quality completion of program technical deliverables and reports in accordance with USAID guidelines. •Supervise a team of technical experts and oversee implementation of annual program work and plans. •Liaise and coordinate with other related projects and activities ongoing in Tanzania, including Plan’s ongoing programs. •Lead the development of annual work plans and contribute to development of performance monitoring plans. Work closely with other project technical experts on all project activities. •Ensure Plan’s Child Protection Policy and Guidelines are adhered to during project implementation

Key Qualifications and Skills •Master’s degree in Public Health, Health Economics, Health Policy or a related field; PhD, MD or DrPH preferred. •Minimum 10 plus years of progressively responsible, relevant experience working within the public health sector in Tanzania and/or East Africa •Significant experience in relevant program management or technical advisory roles in complex health projects in Africa. Experience in Tanzania will be highly preferred. •Expertise in community mobilization, leadership and governance, health systems strengthening, MNCH, RH/FP or other Public Health field. •Knowledge of community-level challenges impacting health and social service delivery. •Demonstrated success strengthening local systems and government institutions; knowledge of key health systems strengthening frameworks. •Experience with USAID-funded projects (ideally, in a senior technical position) highly preferred. •Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under rigorous timelines. •Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, and international staff. •Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams. •Excellent command of written and spoken English; knowledge of Kiswahili preferred.
