Regional Programme Coordinator for the Programme “Beyond Borders: A Roadmap to Peace for the Great Lakes Region” Fulltime Based in Bujumbura, Burundi Programme period: 1 October 2012 – 1 February 2016
Context This programme is one of four programmes which Oxfam will implement in Africa and South Asia following a successful tender from the Dutch Ministry of Foreign Affairs (the DGIS Reconstruction Tender). The programme implements a Regional Roadmap to Peace across a number of provinces in Burundi, DRC and Rwanda to address the root causes and consequences of conflicts related to land and governance. The Roadmap is anchored in an analysis of the inter-related problems between (ethnic) conflict, land, and governance on multiple levels. To achieve lasting results, the Roadmap capitalizes on restored trust relations, cooperation, and commitment between the multiple stakeholders across the region that are involved in or affected by issues around land and governance. The programme has a value of around 7 million Euro.
Objective of the position To manage and ensure delivery of the Beyond Borders Programme and contribute to building up Oxfam Novib’s knowledge on conflict transformation and governance.
Main tasks - Provide leadership and management of the Beyond Borders Programme and ensure that targets and objectives are achieved in line with the approved programme proposal, the Oxfam Novib Business Plan 2011-2015 and the Oxfam Strategic Plan 2013-2019. - To establish a Beyond Borders team starting with the recruitment of staff in coordination with relevant departments. - Provide management of the programme’s staff. - Represent the programme in external forums, including with donors and senior government officials. Identify opportunities for funding and develop proposals in order to upscale the programme and to continue it beyond 2016. - Provide programmatic and technical advice to the Beyond Borders team. Ensure high quality project planning, monitoring and evaluation including regular field visits to countries where the programme partners are located, communication of progress and results and grant management. - In cooperation with relevant stakeholders, lead the design of the (small) grants fund and establish process and criteria for approving multi-annual projects, i.e. preparing and launching Calls for Proposals and monitoring the selection process adhering to procurement requirements. - Oversee the budget, and liaise directly with the Programme Officers and Finance Officers on financial matters re. the budget/proposal; be accountable to the Regional Director on budget variances, accountability and appropriateness of budget spending. Establish and implement relevant monitoring systems to keep track and report on programme process. - Chair the Programme Advisory Group (PAG) and the Annual Impact Reflection (AIR), and roundtables and multi-stakeholder consultations as appropriate. - Collaborate with the Oxfam Country Leadership Teams in the countries where the Beyond Borders Programme is active; ensure linkages with the Oxfam Rights in Crisis Campaign with a focus on gender, insecurity and livelihoods. - Oversee the reporting function of the team and ensure that reporting and other (donor) requirements are met in line with donor agreements and Oxfam (Novib) policies and reporting procedures. - Regular liaison with Oxfam humanitarian staff to ensure Oxfam’s humanitarian and development mandates do not contradict each other. In case of crises, exercise crisis management, including by liaising with Oxfam humanitarian staff as appropriate. Ensure Oxfam’s one programme approach (i.e. development, humanitarian, campaigning) is upheld. - You report to the Regional Director and have direct contacts with the programme’s partners, Oxfam in Rwanda, Burundi and DRC, with relevant units at Oxfam Novib Headquarters including Knowledge and Program Management, Lobby department, External Funding, Quality & Control, and with other Oxfam affiliates.
You - Have a relevant Masters degree, preferably in a development-related field. - Can demonstrate a minimum of 5 years of relevant working experience in similar positions and have affinity with international development issues; familiarity with the rights-based approach and a commitment to a gender sensitive approach. - Have expert judgement and a well-developed understanding of conflict transformation, governance and peace-building issues, particularly with regard to the Great Lakes region. - Experience in developing and managing campaigns, and in public mobilisation. Knowledge of southern campaigning. - Good understanding and experience of linking programme work to lobby and advocacy, and to media work. - Have human resources experience and experience with leading and inspiring a team. - Have proven experience of programme and financial management and coordination of complex multi-partner and multi-annual programmes. - Have proven experience with procurement procedures and setting up, implementing and monitoring (small) grant schemes. - Have knowledge of humanitarian principles and preferably some experience managing humanitarian programmes. Ability to weigh risks and deal with sensitive issues. - Have excellent analytical and communication skills and demonstrable ability to think strategically, innovatively and practically to improve programme quality. - Have good communication skills and fluent command of French and English, both in writing and speaking. - Have experience raising funds from international donor agencies. - Are available to travel frequently, mostly in the region.
We offer A competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. We offer a gross salary in the range from € 3.229,- to € 4.969,- on the basis of a 40 hour working week. This is excl. 8% holiday fee, additional expat allowances will be offered.
