REQUEST FOR PROPOSALS Institutional Consultancy to conceptualize, develop and design multi-media communication materials on prevention and response to violence against children in Tanzania.
Background
In 2009, UNICEF and the Centers for Disease Control and Prevention (CDC) worked with the Government of Tanzania on an extensive study of violence against children on the Tanzania mainland and in Zanzibar. The study revealed alarmingly high levels of sexual, physical and emotional violence against children. The study also revealed that violence affects children across all age groups. Nearly 3 in 10 females and approximately 1 in 7 males in Tanzania have experienced sexual violence prior to the age of 18. In addition, almost three-quarters of both females and males have experienced physical violence during childhood by an adult or intimate partner and one-quarter have experienced emotional violence during childhood by an adult. To take this forward UNICEF is seeking a Social Media company as part of implementation of the Communication Strategy to conceptualize, develop and design a multi-media communication package on key messages of the VAC study and response actions.
Scope of Work
One Media Company will be selected to produce all the broadcast and print materials in a multi-media format for primary, secondary and tertiary audiences all geared towards prevention and response to violence against children. The company will ensure consistency in style and format. The selected Media Company will be invited to present their conceptual plan to the Multi-Sector Task Force for guidance and ownership. The consultancy will undertake the following tasks:- 1. Develop the conceptual plan articulating proposed messages, graphics, layout and other details in the material development. 2. Share the conceptual plan with UNICEF and present to the MSTF members on the mainland and Zanzibar for feedback and buy-in 3. Create and design innovative information, education and communication materials (IEC), in various formats possibly - including posters, booklet, pamphlets, flyers, radio and TV spots, with messages on various themes as reflected in the VAC Communication Strategy 4. Present the developed materials in print and broadcast format for pre-testing before final production 5. Finalize the materials to be ready to air radio and TV spots for broadcast in Tanzania and on web as specified by the UNICEF Communication Section. 6. Finalize print materials, deliver camera ready artwork for approval by MSTF, UNICEF and Ministry of Community Development Gender and Children and the Ministry of Social Welfare, Youth, Women and Children Development 7. The Team is expected to use their creativity and experience, including offering suggestions on the best and most effective means of communication suitable to Tanzanian audience. Expected Deliverables Key deliverables of this assignment is creative materials in print and broadcast format. The consultant will be responsible to deliver the following key outputs: • Print products: Final in ready to print format and pdf versions of all print materials and products as categorized in the chart above for Tanzania mainland and Zanzibar • Broadcast products: Ready-to-air radio and TV materials in Tanzania broadcast format and internet • Master folder of all the materials in print and broadcast in soft copy Expected Background and Experience • A consultancy firm with more than 5 years’ experience in development of multi-media materials radio/TV and print. • Sensitivity and committed to the obligation to protect the privacy of children affected by violence • Extensive team of creative people with proven ability to work together to meet tight deadlines • Experience working with the UN will be an advantage • Excellent creative track record of producing high quality work suitable for national audiences specifically for communities with low literacy –urban and rural. • Consultancy firm will need to partner with Tanzanian firm/individual with experience and track record in Media for Social Development.
