The Mitchell Group, Inc. (TMG), an international development consulting firm based in Washington, DC, is currently seeking expressions of interest from qualified consultants for an upcoming USAID/East Africa project to provide qualitative, quantitative and analytical information to support USAID/Kenya in making informed program management decisions.
Background & Objectives
The purpose of the project is to provide support to the Government of Kenya and other development partners who are supporting USAID/Kenya overall goals.
The USAID/Kenya program covers a wide range of activities under the following assistance programs: Health, Population and HIV/AIDS; Basic Education; Youth; Governing Justly and Democratically; and Economic Growth, Environment and Natural Resources Management.
Senior Analysis, Monitoring & Evaluation (M&E) Advisor
The Nairobi-based, full time M&E Advisor will design and oversee evaluations, analyses, designs and assessments, and the full review, revision and maintenance of Mission and IP PMPs. This will include the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations.
Senior M&E Advisor responsibilities shall include:
Oversee production and ensure quality of all assessments, data, analytical reports, and evaluations, including the testing of the development hypothesis.
Oversee revision of the Mission PMP and all implementing partner (IP) PMPs to ensure ADS 203.3 compliance and alignment with new initiatives; training of USAID staff and IPs in performance management concepts and processes; standardization of partner PMPs, work plans, and quarterly reports; and verification of partner data quality.
Assist Technical Teams to review and revise the intermediate results in their results frameworks, as necessary, for more effective implementation and monitoring.
Periodically review and discuss indicators and reporting with IPs and COTR/AOTRs, and help operationalize indicators by assisting USAID Technical Teams with definitions, data collection, and data analysis.
Provide technical assistance and training, as needed, for USAID, IP and GOK staff (to the extent they are involved in USG projects).
The Senior M&E Advisor must have:
At least 10 years of international experience in the design and management of evaluations (impact and performance), analyses and assessments, including the design of the evaluation methodology, participatory data collection methods and protocols, and data verification techniques.
At least seven years of demonstrated experience developing performance management plans, monitoring project implementation, and verifying data from large development projects.
A graduate degree in the field of evaluation, international development or a related technical field.
At least seven years of experience recruiting, forming and successfully managing teams, and ensuring the quality of their products.
Excellent American English writing skills and speaking ability.
