JOB CONTEXT: Landmines and Explosive Remnants of War (ERW) in Mozambique are a legacy of nearly 30 years of conflict that ended in 1992 On one hand, there is few reliable data on the total number of mine survivors in Mozambique. On the other hand, no specific efforts were made to assess the needs of mine/ERW survivors so far, outside of local pilot initiatives conducted by different actors. Findings of pilot surveys conducted evidenced that mine survivors often experience poor access to rehabilitation, assistive devices, health and social services and limited economic opportunities, but this hasn’t been comprehensively documented nor properly reported so far. Lack of evidence-based research has led to neither sector policies nor action plans being developed nationally or locally so far to meet the specific needs of the numerous mine survivors living throughout the country.
So, in order to respond to the needs of victims, national VA stakeholders need to know more accurately who they are and next, what their needs are. The project thus proposes to conduct a comprehensive needs assessment of mine survivors in Mozambique, based upon a representative sampling in Inhambane province.
In this perspective, a Victim Needs Assessment Advisor is hired by Handicap International to support RAVIM (Mozambique Landmine Victim Assistance Network) Project Manager throughout the needs assessment. He/she will technically support him for appropriate survey tools design, sampling, surveyors’ training, data collection, data analysis and report writing.
JOB DESCRIPTION:
Under the line management of the Operational Coordinator, with the help of a research assistant, in support of the Needs Assessment Project Manager (RAVIM) and in coordination with the steering committee members, your main responsibilities are: 1. Analyze socio-economic conditions of mine survivors, their level of social participation within their communities and their level of access to basic services compared with the rest of the population.
Fuel key national VA stakeholders with relevant findings and recommendations, allowing them to design appropriate VA policies, plans and services to improve the living conditions of survivors.
Provide civil society organizations, in particular RAVIM, with evidence-based data to enrich their advocacy and awareness-raising initiatives over key VA stakeholders and general population.
Establish a baseline on the prevailing living conditions of mine survivors in rural settings at the start of the action which will be used for later evaluation of the impact of the victim assistance programme of Handicap International in Mozambique, in particular its livelihood component. CANDIDATE PROFILE: You have a MBA or PhD in Social Sciences You have previous experiences in the development and implementation of needs assessment surveys or other similar kind of operational research in developing countries (capacity to develop survey methodologies (protocol, tools, sampling…)) You have excellent analysis, writing and reporting skills
Your knowledge/experience in Project Management would be an asset
REQUIRED LANGUAGE SKILLS: Portuguese (or Spanish) with a good working level
JOB ENVIRONMENT: Position based in Inhambane, no specific security constraint. Frequent field missions in rural districts of Inhambane province to support and monitor survey implementation. Family posting, nice living conditions in Inhambane but limited social life. Access to an international-level school in Maputo
EMPLOYMENT CONDITIONS: Salary: Salary bracket: 1900-2200€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
