The MSF movement is build around five operational directorates supported by 23 sections and offices worldwide. MSF OCBA is one of those directorates. The operations are implemented by 41 field teams and 20 mission coordination teams and organizational units based in Barcelona, Athens, Nairobi and Buenos Aires. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistic Department.

Based: Practically 100 % in the field and (Training/Briefing/Debriefing at HQ in Barcelona). CONTEXT The absence of high-quality infrastructures is common in some countries where MSF is active, especially with regard to electricity. Fairly often, because the competent authorities lack the means or because of damage that has occurred due to a conflict or a natural catastrophe, public electrical facilities are not reliable or simply not available. Therefore, guaranteeing a high-quality power supply in sufficient quantity for a project can prove to be a real challenge for the logistician. This is a challenge that is also a major issue in the safety of the teams, patients and equipment. Each year, because of mismanagement, people are shocked by electricity in infrastructures supervised by MSF (offices, warehouses, houses, healthcare structures, etc.), sometimes with tragic consequences. There is also considerable equipment damage – often costly – because of a failure in the electrical supply. Finally, every power failure potentially presents a life-threatening risk during a medical procedure on a patient. GENERAL OBJECTIVES Given the safety issues related to electricity, it is essential to manage the electrical facilities of all MSF projects and missions as well as possible. For this, it is necessary to call upon professional skills and to observe the quality standards for everything related to electricity, with four basic objectives: •To guarantee the safety with regard to electrocution risks of those present on all the sites supervised by MSF. •To protect MSF equipment and distribution networks on these sites. •To ensure the continuity of MSF services dependent on electricity. •To optimize electrical consumption so as to better control costs and reduce the environmental impact of our projects. A team of four Log Tech Electricity will be established to carry out the “Electrical Installations Project” in MSF infrastructures in the fields of operation of OCBA. This unit, with the agreement and the support of the Cell Logistics Referents (TELOCO) and the supervision of the Project Manager and the TERPO 1 (Technical referent for Energy), will be in charge of measuring, preparing, planning, and carrying out the process of upgrading and bringing safety to our electrical networks according the MSF policy and established standards. MSF infrastructures include healthcare infrastructures, all work and rest areas (building + compound) used by the OCBA: houses, offices, warehouses, garages, workshops, etc.
SPECIFIC OBJECTIVES •Assess the current installations and design a plan to carry out a complete renewal of electrical systems (where required) according to MSF OCBA policy, standards and technical procedures under supervision of the Project Manager. •Implement the above mentioned plan (where required) in order to ensure the achievement of the objectives under supervision of the Project Manager. •To train /coach (when required) MSF staff and all the staff involved in the field in order to ensure the correct implementation, functioning, management and maintenance of the electrical installations concerned.
MAIN ACTIVITIES 1- Support to operations Audit Perform the necessary tasks to complete the inventory of electrical setup in the designed MSF-OCBA mission (bases, hospitals and health centres, buildings). Assessment Carry out the assessment including installations, suppliers, quality of materials, human resources technical skills, local contractor’s capability…etc, to make a complete project documentation. Make recommendations under Project Manager supervision. Implementation rehabilitations Carry out implementations and rehabilitations of the electrical setup in MSF-OCBA missions (bases, hospitals and health, centres, buildings). Supervise contractors during the implementation to ensure the quality of the work. Resources Participates in the dynamics of training and coaching Support the identification of local human resources and training through practice, to ensure the proper technical sustainability of the project. Support the identification of quality sources of supply for technical equipment needed. Works together with MSF technicians and organize their participation in the project. (Training of technical staff, relationships with local companies, contractors and suppliers, specifications, contracts). Monitoring and support of the project Improve conditions for use of equipment, empowering users. Organize technical support facilities and electrical equipment. In each project follows the budgets for the implementation and setup. 2- Technical Animates all aspects concerning energy and electrical installations Contributes to the definition of strategy in the field Responsible at his level, for the implementation of policies and strategies defined. Participation in the organization of meetings, workshop and all the activities necessary to implement and promote all the aspects related to the objectives of his/ post. Participation in the dissemination for the all supports documents required (Policies, guideline, manuals ....) in the defined technical family (Energy) 3- Support to training Upon request, provides training for its field of competence. It disseminates information to key stakeholders. REQUIRED PROFILE Field experience with MSF is desirable. Minimum 3 years experience in the electric sector and/or engineering Work site management, coordination skills and follow up Analytical and reporting skills of existing electrical system Project management skills Proved capacity and experience to define a detailed electrical plan in all his aspects (analysis, propose alternative solutions, general and detailed technical documents) Proved experience concerning safety related to electrical plant, installation and sources Experience in coaching and training of staff is desirable. Good written and oral communications skills Experience in the use of design and technical software (Autocad, Visio...) is an asset. Ability to set priorities and organize his/her own work Languages: Good level in English and/or French languages.
