The Rwanda Biomedical Center (RBC) is a new public institution created to transform Rwanda’s health sector by providing high-quality health care, upholding Rwanda’s principles of equity, and creating long-term financial sustainability through new business development.
The RBC comprises a tertiary referral hospital, a medical research center, the national referral laboratory, an agency responsible for coordination and quality implementation of national health policies, all national agencies responsible for Rwanda’s medical supply chains and facility infrastructure, a health communications center, and a business development unit.
By promoting world-class health care, research and education, the RBC endeavors to become an engine of prosperity for this dynamic and rapidly developing country. Given these ambitious goals, the Government of Rwanda is seeking an innovative and visionary executive of international stature to build this unique institution.
Terms of Reference
I. GENERAL
The Director General of RBC shall have the following particular responsibilities:
1° Implementing the decisions of the Board of Directors;
2° Developing a strategic plan to advance the institution's mission and objectives to promote the national social security policy;
3° Ensuring RBC technical, administrative and financial management;
4° Preparing and submitting to the Board of Directors the Budget proposal of the following year and the Budget reports of the previous year;
5° Executing the budget and managing the property of RBC;
6° Ensuring the management of the personnel of RBC in accordance with the law;
7° Informing in writing the Board of Directors the progress and the activities of RBC at least once a term;
8° Representing RBC before the law;
9° Represent RBC as required by the Board of Directors and the Minister of Health;
10° Prepare participate and serve as the rapportuer in the meetings of the Board of Directors;
11° Recruit and manage the staff of RBC in accordance with the regulations in force and submit the recruitment reports to the Board of Directors for approval;
12° Advise the Minister of Health and the Government in general on all matters concerning the responsibilities of RBC;
13° Carry out any other tasks and duties as required by superior authorities.
II. SPECIFIC
a. OPERATIONAL
i. Be involved with health care delivery, continuing medical education and research for health personnel;
ii. Develop operational policies and guidelines to improve the quality of health care services on matters where RBC is concerned;
iii. Lead and give guidance to RBC Management Committees and staff.
b. MANAGERIAL
i. Provide guidance on the existing strategic plans and operational plans of RBC;
ii. Implementing the Strategic Plan as well as developing accurate and insightful yearly and three-year budgets for RBC;
iii. Maintain essential institutional and organizational and financial records;
iv. Meet all regulatory requirements including report due dates;
v. Insure periodic and regular audits of referral patterns and fund flows and reporting requirements of regulatory authorities by maintaining a system of internal controls capable of review and analysis. Periodic internal auditing of all accounting and assets accounts, including bank accounts and petty cash funds to avoid institutional waste, fraud and abuse;
vi. Maintain compliance with the agenda for RBC by scheduling meetings with staff and participating in problem solving and decision-making discussions;
vii. Perform all other RBC-required duties as assigned by the Board of Directors and the Minister of Health.
c. LEADERSHIP AND GOOD GOVERNANCE
i. Seeking to maintain the highest standards of ethics and honesty within RBC for all staff members including the appropriate level of confidentiality;
ii. Regularly meet and effectively communicate with heads of departments and stakeholders as well as maintaining documentation of such communications;
iii. Provide the necessary leadership and management skills to achieve ever improving medical, operational and training outcomes;
iv. Create a collaborative climate of team spirit, mutual support while allowing positive criticism among workers;
v. Fairly mentor the collegiate responsibilities as to get the required capacities for taking over upon the end of the contract;
vi. Seek to maintain the highest standards of quality service delivery by rendering the institution conducive to medical, research and clinical advancement as well as other areas in whose responsibility RBC is responsible for;
vii. Maintain and aspire to continuously improve the image of RBC;
viii. Create an environment where good management is encouraged, waste fraud and abuse are prevented, and resources can be used to their best advantage.
III. QUALIFICATIONS
• MD, PhD, LLD, or MBA
• Executive-level experience of 10 years
• Language: English required, Kinyarwanda or French preferred
• Health care leadership experience required
• Entrepreneurship or business development experience preferred
• Public sector or not-for-profit experience preferred
