OVERALL DESCRIPTION
General Description of the Role:
The primary role of the Livelihood Programme Manager (LPM) will be in charge of the implementation of the Agricultural Program which is targeted at meeting the livelihood and Food Security needs of the local / refugee community in Maban County, Upper Nile State. The Livelihood programme manager will build on proposed sustainable livelihood options and create opportunities for agricultural diversification. GOAL recognises the interdependence between improving food production and support farmers groups and markets to increase people’s livelihood options beyond subsistence and free distribution.
Key Duties:
At program level
- Ensure implementation of the agricultural programme in Maban,
- Coordinate and supervise the livelihoods team in Maban.
- Promote and implement a practical integration between livelihood programme and other GOAL programmes.
- Manage a team of Livelihood field staff.
- Build staff capacity on agricultural production, on knowledge of plant protection, soil conservation and environmentally-sound agricultural practices, etc,
- Supervise and engage in continuous training of the community extensionists on extension packages techniques and community approach.
- Build livelihoods staff and community extensionists’ capacity for engaging in advocacy to increase the opportunities for communities to diversify their livelihoods over long term.
- Focus on improving livelihood team capacity through improving their planning and organizational skills and enhance their understanding on promoting livelihood rights for the poors.
- Manage/facilitate the implementation of the field surveys and livelihoods assessments.
- Manage the identification of suitable beneficiaries.
- Manage the distribution of agriculture inputs to identified beneficiaries.
- Manage the monitoring of field surveys and distribution conducted by staff.
- Facilitate the monitoring of planted material distributed by GOAL.
- Coordinate with other programme sectors to ensure an efficient usage of the vehicles.
- Monitoring and manage the implementation of the PMP (programme Management Plan) and coordinate with Area Coordinator and ACD Programmes.
- Prepare and submit all order/quotation request forms
- Attend the inter agencies relevant sectoral coordination meetings as needed.
On reporting
- Prepare progress reports as required by GOAL and by donors.
- Prepare monthly report to be submitted to ACD Programmes and Area Coordinator.
- Prepare livelihoods section of proposals and donor reports as required.
On administration and finances
- Monitor expenditures on the project.
- Revise budgets for program activities.
General
- To keep the ACD Programmes, Programme Coordinator and Area Coordinator appraised of all activities and any difficulties that may arise, including external influences in the operating environment.
- Discuss and agree any changes in programming or project arrangements (including guidelines, protocols, forms and procedures) with the Programme Corodinator, Aarea Coordinator and ACD Programmes prior to implementation.
- To work at all times in a manner that promotes teamwork within GOAL and assists in the achievement of GOAL programme aims.
- All other duties as instructed by the Programme Coordinator, Area Coordinator and ACD Programmes.
Requirements:
- College or University degree in tropical agriculture or rural development, being an advantage.
- Relevant managerial field experience on livelihood, food security and/or agricultural programs,
- Experience in working with and through partnership with local development actors and local authorities,
- Capacity to understand overall strategies and see how it needs to translate into concrete activities
- Experience in proposal and budget preparation and report writing (English).
- Staff management, personnel and training skills.
- Good computer skills. Working knowledge of Microsoft Word and Excel essential.
- Oral and written English essential.
- Knowledge of basics on rural community development
- Capacity to understand the place and the impact of community/local knowledge and community/local issues on a livelihood and food security program.
Reporting to: Programme Coordinator, Area Coordinator / ACD Programmes
Contract Length: 6 months, including 3 months probationary period
