Survivors Fund (SURF) Rwanda is an affiliation of Survivors fund registered, with its head office, in United Kingdom. SURF was established in 1997, as a charity working to improve the lives of the Rwandan Survivors of the 1994 Genocide. The major objective for SURF is to rebuild a sense of confidence, self-worth and trust in humanity while our mission is to advance education, relieve poverty and relieve any physical, mental illness, disorder or disability among the survivors of the Rwandan genocide.
SURF Rwanda's work in the country has expanded over the last 15 years, supporting well over ten local charitable organizations and one-off donations to numerous associations and individuals working to improve the lives of survivors.
It is in this respect that that SURF Rwanda wishes to recruit a competent Program Manager to further its mission in Rwanda specifically the Monitoring and Evaluation component Of the programs.
The Position
Reporting to the National Coordinator in Rwanda, as well as the Director in the UK, s/he will be responsible for the coordination, monitoring and evaluation of a new three year program, Widowed Survivors Empowerment Project (WSEP), funded by the UK Department for International Development (DfID) with SURF's principal partner organization, AVEGA Agahozo.
WSEP will address the needs of nearly 15,000 widows in the Southern, Northern and Western Regions of Rwanda, as well as their dependants. They will be supported to claim their rights to justice regarding land and property, to develop viable livelihoods and to access healthcare. The project will also build the capacity of AVEGA to reach out to additional widows in these areas who are not yet AVEGA members.
The post will also involve the planning and co-ordination of operational activities of the organisation. In addition, the ideal candidate will be responsible for the provision of managerial support to functional divisions and other survivor organizations that SURF Rwanda works with closely.
The appointment will be for an initial one year (from 1' April 2012 to 31* March 2013) though with the possibility on assessment of performance and by mutual agreement that the contract will be renewed for a further year, or the post will be made permanent.
Key Responsibilities:
Widowed Survivors Empowerment Project (WSEP)
- To lead on the delivery of WSEP to: "transform the lives of women, and their dependants, by eradicating extreme poverty and hunger and empowering them to integrate into Rwandan society"
- To oversee the main components of the WSEP programme: access to justice services, access to training and capital for economically active widows, access to healthcare and counseling and home based care for older widows in particular, and increase enrolment and attendance in school of dependants of widows.
- Liaising with the AVEGA Executive Secretary, Assistant Executive Secretary and Programme Manager to ensure the effective management and delivery of WSEP.
- Providing assistance and building the capacity through mentoring of and training the Coordinators of AVEGAs branch offices in the Southern, Northern and Western Regions.
- Strengthening the capacity of AVEGA to more effectively advocate on issues related to their membership, and where appropriate supporting their representation at relevant forums and networking events.
- Developing a monitoring and evaluation framework for the programme, and ensuring effective reporting of outputs and outcomes of the work within an agreed LogFrame.
- Managing and mitigating the risks of the project.
- Exploring and reporting on the learning questions of the project, and identifying and acting on the lessons learned to improve on the work on an ongoing basis.
- Working with the SURF Rwanda Accountant and AVEGA Accountant to ensure the effective disbursement of funds on WSEP, and the budgeting, monitoring and reporting on the use of funds.
- To lead on and serve as the main point of contact for reporting to the SURF Director in the UK to ensure effective quarterly narrative and financial reporting to DfID.
Program Coordination, support and development
- Assist the National coordinator in ensuring that the mission and objectives of SURF Rwanda are achieved and realized by implementing the strategy
- To line manage related SURF Rwanda project officers, with responsibility for their appraisal
- Work closely with other local partners of Survivors Fund (SURF), offering needs assessments, result oriented mentoring and capacity building support
- To assist the local partners in the development of small funding applications/proposals and realistic action plans for implementation in order to empower them to become self-financing and self-sufficient
- Assist National Coordinator to research external funding opportunities and training programmes
- Conduct regular monitoring and evaluation of SURF Rwanda's projects as required
- To contribute to SURF's community development, capacity building and policy development initiatives
- Coordinate and monitor agreed activities with partner organizations and periodic report generation
Other responsibilities
- To prepare monthly operational budgets in consultation with the Finance Manager
- To undertake other tasks as may be required from time to time including local procurement, guest management and travel related requests, asset management
- To provide relevant management information as required
- Any other assignment that your supervisor shall assign you, as long as it does not infringe on your rights.
THE REQUIREMENTS
- Experience in supporting community and economic development projects
- Well developed negotiation, communication, team building and interpersonal skills
- Bachelor's degree in Social Work, Rural Management, Project Management or any other relevant discipline; A post graduate degree is desirable
- Have a good understanding of rural finance and knowledge of institution building in microfinance/ livelihoods.
- Knowledge of computers (MS Office) is essential;
- Ability to listen to the needs of the vulnerable groups; compassion and empathy (required)
THE PERSON
A proven track record in the following:
- A Rwandan with proven experience in supporting community and economic development projects.
- At least 3 years experience of working with voluntary sector in a community development or NGO role
- Experience in rural regeneration and partnerships involving community groups and external organizations
- Ability to listen to the needs of the vulnerable groups; and demonstrate compassion and empathy (required)
- Possess high degree of integrity, excellent interpersonal skills and result oriented
- Knowledge and fluency in English and Kinyarwanda is essential
