A. BACKGROUND:
Social & Scientific Systems, Inc. (SSS), an employee-owned company, has supported public and private sector programs since 1978. SSS contributes significantly to improving public health in the United States and in more than 90 other countries. We are currently seeking a Monitoring & Evaluation Specialist to work with the Monitoring and Evaluation Management Services (MEMS) Project which was awarded by USAID to SSS in June 2008. The purpose of the MEMS Project is to assist the USG Rwanda Team to develop and implement a comprehensive performance management, monitoring, and reporting program. This program provides data and information that meet and inform reporting and programming requirements for USAID including the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) Health, Economic Growth and Democracy & Governance interventions under the current three USAID strategic objectives: SO5, SO6 and SO7.
SO5 is focused on three areas: (1) Reinforced capacity for implementation of decentralized policy in target districts, (2) Increased government responsiveness to citizen groups at the national level, and (3) Enhanced opportunities for reconciliation.
SO6 is focused on six areas: (1) Reinforced capacity for implementation of the Rwandan Government decentralization policy, (2) Reduced transmission and impact of HIV/AIDS, (3) Support for family planning, (4) Prevent and control infectious diseases of major importance, (5) Improved child survival, health and nutrition, and (6) Improved maternal health and nutrition.
SO7 is focused on the following areas: (1) Improved agricultural productivity (2) Improved access to local, regional and international markets (3) Increased access to agricultural finance (4) Improved management of selected ecosystems.
B. FUNCTION:
As part of the MEMS Team, the incumbent shall take the lead and carry out tasks related to the performance monitoring, planning and evaluation requirements and related M&E capacity building activities of the Monitoring and Evaluation (M&E) Management Services (MEMS) project especially in the areas of HIV/AIDS and Health.
C. DUTIES AND RESPONSIBILITIES:
1. Oversee MEMS’s M&E activities in HIV/AIDS and health, working closely with USG teams, implementing partners (IPs) and host-country counterparts (HCCs)
1.1. Work closely with the USG teams, IPs and HCCs to carry out the MEMS M&E activities in HIV/AIDS and health
1.2. Provide M&E expertise for the development of annual workplans and related deliverables
1.3. Provide M&E expertise for data collection, aggregation, analysis and use, as well as planning activities
1.4. Provide guidance and assistance on key evaluation activities, including development of SOWs and coordination of the implementation of special studies and evaluation activities, as well as recommending methods to ensure the effective and timely use of evaluations to facilitate corrective action and to disseminate lessons learned
1.5. Advise on additional M&E technical support for the successful implementation of MEMS activities, as appropriate
1.6. Ensure adherence to the project’s M&E quality assurance processes
1.7. Provide sectoral or cross-sectoral M&E expertise in the areas of HIV/AIDS and health
1.8. Maintain cooperative relationships with all stakeholders, including HCC and policy makers
1.9. Ensure that MEMS activities meet USG and IPs expectations and needs
2. Coordinate M&E training activities for HIV/AIDS and health partners
2.1. Monitor and evaluate prime partners’ collection, aggregation, reporting, and use of quality data;
2.2. Assess relevant M&E documents and tools, including performance monitoring plans from USG teams and IPs to ensure adherence to M&E standards and they are updated in accordance with indicators and reporting requirements.
2.3. Organize the data quality assessment and improvement activities.
2.4. Design and implement training needs assessment, content and strategies,
2.5. Organize training activities, as appropriate.
2.6. Review, track and document M&E tools and approaches to ensure they are updated in accordance with indicators and reporting requirements.
2.7. Track frequently asked questions (FAQs) from USG teams, IPs and HCCs and coordinate appropriate responses and their appropriate dissemination
3. Coordinate with the M&E Capacity Building Advisor to ensure rationalization of workload and synergy.
4. Provide M&E technical support for project coordination and facilitation efforts with the various implementing partners and host country organizations in the areas of HIV/AIDS.
4.1. Ensure coordination of M&E activities working closely with USG teams, IPs and HCCs to minimize duplication
4.2. Ensure MEMS representation at relevant M&E meetings with stakeholders, as appropriate with clients and other stakeholders as appropriate.
5. Perform any additional M&E responsibilities in line with the overall objective of the MEMS project as determined by the Chief of Party
D. REQUIRED QUALIFICATIONS AND EXPERIENCE:
• Fluency in English.
• Expert knowledge in M&E and quality assurance methods
• Advanced degree in medicine, public health and/or development discipline
• Strong computer skills including Microsoft Word, Excel, Power Point and Access, as well as statistical packages (SAS or SPSS).
• Minimum 5 years M&E experience focused on supporting development program implementation, particularly in the areas HIV/AIDS.
• Training skills and minimum 5 years experience supporting M&E training needs assessment, strategies and implementation.
• Ability to solve problems independently.
• Strong communications and interpersonal skills.
• Commitment to working as a team.
E. DESIRABLE QUALIFICATIONS AND EXPERIENCE:
A working knowledge of French and familiarity with PEPFAR, PMI and the USG Foreign Assistance Operating Plan (OP). Excellent technical writing and presentation skills, including the ability to explain findings to technical and policy audiences.
F. SALARY:
A competitive salary package depending on salary history, qualifications and experience in accordance with USAID/Rwanda Local Compensation Plan. This is a local position with no expatriate benefits and the successful candidate will need to comply with local tax obligations.
