The mandate of EA SusWatch is “monitoring and advocating for the effective implementation of national and regional obligations to International agreements and other arrangements for sustainable development in Eastern Africa”.
With support from Government of Sweden, the East African SusWatch Network is set to implement the Lake Victoria Environment Management Project (LVEMP II) Civil Society Watch project - a three-year project. Therefore, EA SusWatch seeks to recruit suitable Tanzanian professionals with a passion to work with communities to reduce poverty in the Lake Victoria region, to fill in the following positions tenable for three years renewable subject to availability of funds
National Coordinator (based in Mwanza) - 1
The National Coordinator (NC) will be answerable to the National Steering / Executive Committee and will be
responsible for supervising the Accounts Assistant (AA). The NC will be the principal person responsible for the delivery of technical delivery of the project at the national level. S/He will be expected to develop, promote and facilitate a smooth working relationship between the national level actors (including network members), the Regional Implementation Team.
S/He will therefore need to be a good team player and consensus builder. The NC will be responsible for the supervision of project consultants from a technical perspective.
The broad terms of reference for the NC include:
• Implementation of national activities as per the Project’s agreed workplans
• Link the National level actors (including communities and citizen groups in the LVB) with the Regional Lead Agency and other actors
• Responsible for membership growth and servicing
• Regular monitoring visits to the LVB project sites and members within the LVB
• Liaison and building alliances with similar-minded networks and LVEMP II implementing institutions (Government agencies, Local Governments, CSOs, media, etc) in the LVB.
• Facilitate functional EA SusWatch Network Thematic groups at the national level
• Contribute to the design & production of Information, Communication and Advocacy materials
• Participate in EA SusWatch Regional Implementation & planning meetings
• Provide overall administrative & logistical support in strategic & program planning, implementation, monitoring & evaluation at the national level
• Preparation of Quarterly and Annual Reports to the Regional Secretariat and national Executive / Steering Committee & network members.
• Represent EA SusWatch Network at various fora at the national and regional levels.
• Overseeing the Accounts Assistant, commissioned consultants and any other project staff at the NFP Secretariat.
• Identify issues that can be taken up in future as EA SusWatch’s future work
• Mobilizing more resources for continued work of the EA SusWatch Network
Competencies
• A first degree in development related studies, sociology, political science, economics, environment, or related fields plus at least 5 years experience in an advocacy and lobby setting within the LVB.
• A Master’s degree is an added advantage
• Knowledge and previous working experience in livelihood, poverty reduction or (sustainable) development - oriented advocacy work within the lake Victoria basin or East Africa being an added advantage
• Well developed skills and demonstrated experience in research and / or participatory methods (social data collection), analyzing and synthesizing policy recommendations (logically and clearly), advocacy strategies and report writing.
• Excellent communication skills (verbal &written) in English. A working knowledge of Kiswahili is an added advantage.
• Proven negotiation and brokerage skills
• Excellent computer skills (including use of social media)
• Project M&E (and other management) skills
• Excellent analytical & communication skills in written & spoken English with a demonstrated competence in writing concept/strategy notes, project proposals & progress reports
• Proven fundraising skills
1. Accountant (based in Mwanza) - 1
Working with the Regional Finance and Administration Officer and the National Coordinator on a day– to–day basis, he/she will be responsible for the administrative functions of the NFP secretariat to ensure that they are performed in accordance with East African SusWatch Network Policies and procedures.
The broad terms of reference for the Accounts Assistant (AA) include:
• Raising payment vouchers, making approved payments and ensuring that all expenses are adequately supported.
• Monitoring imprest advanced to staff for programme activities
• Provide bookkeeping and accounting services to the project.
• Preparation of the national Chapter’s financial reports to be submitted to the Finance and Administration Manager at the EA SusWatch regional secretariat.
• Preparation of quarterly and annual accountability reports to the regional office
• Preparation of Monthly Bank and cash reconciliations.
• Ensure regular financial reporting to the National Coordinator.
• Manage and monitor the national focal point’s budgets.
• Preparation and monitoring routine timely payments and stocks i.e. Consumable and assets of the project.
• Filling of statutory returns to relevant National Authorities.
• Be in charge of the overall administrative and financial management in the collaboration with the National Coordinator to enable the national chapter office to run efficiently.
• Maintain personal files for each of the national network’s staff
• Offer logistical and general administrative support to the project
• Maintain and administer the proper use of the project’s assets
Competencies
• A Bachelor’s Degree in Business Administration or any other related field
• At least three years’ proven working experience in administration/ human resource - related work, preferably with a similar NGO setting
• Strong Organizational, interpersonal and communication skills
• Knowledge of QuickBooks computerized accounting software and proficiency in other computer skills is an added advantage
• Proven experience working with a membership organization / network in relation to management of donor funds
• Ability to regularly mentor other project staff on financial management and administration skills
• Knowledge of the national labor and tax laws
• Excellent communication skills (verbal &written) in English. A working knowledge of Kiswahili is an added advantage.
• Ability to work with multiple interest groups and experience with cross-cultural teams.
• Ability to fundraise as a team
