Description | The Senior Program Manager is a Chapel Hill-based position responsible for program management in support of the Kenya Country Office, principally the Capacity Kenya Program, to achieve excellence in program design and implementation, quality results and deliverables, and impact. S/he is the Chapel Hill point person for the Kenya Country Office and Kenya portfolio of projects, and provides overall support to the Country Director and other staff or consultants as determined by the Director of East Africa Programs. S/he ensures that the Kenya portfolio of projects has the technical, programmatic, financial, and other inputs and resources needed to be successful and that implementation is in compliance with donor and host country requirements and IntraHealth policies and procedures. S/he will be an active contributor to helping shape and implement the LEAD Strategy, IntraHealth’s four year organizational strategic plan (2011-2015), with the Kenya Country Office. S/he works closely with the Kenya team to support the documentation and dissemination of results and lessons learned and the strategic visibility of our work and results. S/he plays a significant role in seeking new funding for work in Kenya, including intelligence gathering, strategy development, proposal writing, budgeting, and staff recruitment. The Senior Program Manager works in close collaboration with other US-based departments (e.g. program development; technical leadership; monitoring, evaluation and research; finance, contracts and procurement; communications and knowledge management; operations; etc) and supervises one or more Chapel Hill-based program staff and may also supervise other staff as determined. The Senior Program Manager reports to the Director of East Africa Programs and travels internationally and within the US approximately 30% time. ESSENTIAL FUNCTIONS •Provides program management support to the Kenya team to ensure strategic, programmatic and technical excellence, and financial and contractual integrity, of the Kenya portfolio of project(s); this includes but is not limited to support for annual work plan and budget development and management of monthly virtual partner meetings. •Provides technical support to the Kenya Office as requested by Country/Project Director. •Ensures that organizational resources are mobilized for added-value to the portfolio of projects and that the portfolio is contributing to the body of well-documented evidence linking investments in HRH/health work force and systems strengthening, and improvements in health outcomes and health impact. •Actively, and proactively, engages in expanding IntraHealth portfolio in Kenya, contributing to new business development strategies including donor diversification, technical approaches, proposal writing, staff recruitment, partnership opportunities, budget development, etc. •Works with the Kenya Country Director and other country level staff to ensure the visibility of the Capacity Kenya project, and other projects in the portfolio, to internal and external audiences, highlighting technical and programmatic innovations and strengths in support of IntraHealth’s communication strategy including web updates, technical and program briefs, presentations at USAID working group meetings, and global, regional and national conference presentations. •Provides support to the country office to ensure that all projects meet host country, donor and organizational compliance requirements around local labor laws, office registration, and all other contractual requirements. •Manage relationships with US based partners and subcontractors including fostering joint partner forums for both US-based and Kenya-based partners (using skype or other internet based technologies), and serves as primary source of information about the project(s) for Chapel Hill staff, US-based partners and sub-contractors, USAID/Washington, CDC/Atlanta, other cooperating agencies or projects and/or other donors, as needed. •Represents IntraHealth and the Kenya portfolio of project(s) at a variety of public health fora including Global Health Council andAPHA, as well as USAID and/or other donor technical working groups to increase visibility and contribute to IntraHealth’s reputation as a champion for health workers. |
Requirements | EDUCATION/EXPERIENCE REQUIREMENTS •An advanced degree in adult education, human resources for health/organizational development or public health with a minimum of seven years professional public health experience with at least two of those residing in Africa or another development country with management responsibilities working on USG related projects. •Minimum three years of demonstrated experience in project management with a USAID-funded health project, including work plan development and management, budgeting and financial management, USAID rules and regulations, and project and financial reporting. Contract management experience highly desirable. •Minimum one year of demonstrated experience in project development and proposal writing. •Broad based knowledge of human resources for health and health systems strengthening, organizational development and training issues within East Africa, preferably Kenya. •Demonstrated ability to work with multiple-stakeholder groups and facilitate participatory discussions. •Significant experience as a team player and commitment to bringing out change through a partnership approach •Excellent oral and written communication skills in English required. •Strong writing and editing skills for internal and external proposals, documents and presentations. •Ability to travel internationally approximately 30% time.
