The Cereal Systems Initiative for South Asia (CSISA), now beginning its 2nd phase, was established in 2009 to support regional and national efforts on improving cereal production growth in South Asia’s most important grain baskets. CSISA links several CGIAR research programs (CRPs) and a wide range of public, private, and civil society sector programs in the region. Operating in hubs in Bangladesh, India, Nepal, and Pakistan, CSISA involves more than 250 public, civil society, and private sector partners in the development and dissemination of new rice, wheat, and maize varieties and hybrids, improved cropping systems, resource-conserving management technologies, improved policies and markets, and public-private delivery systems. CSISA also addresses new opportunities for livestock feed supply and aquaculture.
This ambitious project seeks a dynamic, self-motivated data management specialist to lead data management efforts across its geographic, technical, and subject domain reaches. The position will be based in Delhi, India, and is available for 3 years.
Responsibilities
• Coordinate the collection and analysis of all types of data necessary to identify factors affecting adoption and performance of CSISA-promoted technologies, working with GIS specialists, programmers, database managers, project staff, and development partners
• Develop, as per the needs of specific activities and the project as a whole, platforms for more efficient data collection, storage, and distribution, including mobile survey clients and backend databases
• Standardize and implement the archiving, metadata documentation, quality control, and access policies for agricultural, socioeconomic, and geospatial data sets to make data more widely usable for existing and new hubs
• Work with programmers to develop/customize/implement as needed for short- and long-term storage of agricultural, socioeconomic, and geospatial databases and data; coordinate usability studies and user testing prior to their implementation
• Along with institutional and project staff, articulate and develop guidelines to deal with viewing/usage permission issues related to data curation and sharing, ensuring that individual and institutional intellectual property rights are appropriately addressed
• Train project personnel and data collection partners on effective data management practices and metadata creation, and provide sustained support and SOPs to ensure that these practices are frequently, consistently, and accurately applied, resulting in data sets being regularly uploaded for wider viewing and sharing with appropriate and robust metadata
• Advise on tools for data analysis, visualization, and mapping based on project needs and user scenarios; assist in installation, implementation, and providing training/support to facilitate usage
Required qualifications
• At least a Master’s degree in geography, geographic information systems, remote sensing, statistics, or related fields and a strong background in information/knowledge management and usability
• At least 7 years’ experience in organizations, consultancies or large projects dealing with data and/or database management, preferably in the sciences and/or social sciences
• Programming experience, preferably with Python, Java, JavaScript, R, PHP, VB, or C++
• Familiarity and prior experience in web development, content management systems, collaboration tools, and server administration
• Experience with relational databases, MySQL, and digital repositories
• Familiarity with agricultural spatial data and spatial analysis in the South Asian context
• Demonstrated experience in the use of spectral signatures to identify agricultural characteristics
• Knowledge of mobile data collection platforms, including both Android/Java-based and Netbook-based systems, and ability to implement applications
• Strong project management and problem-solving skills, high level of motivation, ability to handle multiple tasks and deliver products on time
• Strong interpersonal skills, ability to maintain good working relationships with and train project personnel from diverse cultures, under varying subject domains, with different levels of understanding and comprehension, and institutions, and effective communication capabilities across all levels of management, staff, and clients/users
• Fluency in English; ability to communicate in at least one South Asian language a plus, but not required
• Significant experience in and exposure to agricultural data management work
Preferred qualifications
• Demonstrated experience in the development and customization of mobile data collection platforms, including both Android/Java-based and Netbook-based systems
• Familiarity with issues related to poverty, economic growth, food security, and agricultural development in South Asia
• Teaching or training experience
• Science/social science background, familiarity with scientific instrumentation and/or analytical software
