Vacancy: Director General of Tanzania Livestock Research Institute
Introduction
Applications are invited from suitably qualified citizens of the United Republic of Tanzania to fill in the
position of the Director General (DG) of Tanzania Livestock Research Institute (TAlIRI). The Tanzania
Livestock Research Institute in the Ministry of Livestock and Fisheries Development is a body corporate,
established by TALIRI Act Number 40f 2012. The Institute has seven research centres that are
strategically located in 7 agro-ecological. zones of Tanzania mainland. The centres are (in regions
in bracket) TALIRI Mpwapwa and Kongwa [Dodomc], TALIRI Mabuki(Mwqnza), TALIRI Noliendele.
(Mtwara), TALIRI Tanga,'TALIRI Uyole (Mbeya nad TALIRI West Kilimanjaro. T/:1e institute envisions "To
be a model livestock research institute thot contributes towards improved livelihoods of farmers and
other stakeholders". TAlIRI's mission .is "To develop, disseminate and promote the use oLappropriate
technologies to stakeholders in order to improve livestock productivity sustainably". The functions of the
Institute are well stipulated under section 5 of the TALIRI Act and they include to:
a) Carry out research on Animal breeding, animal health, animal product. processing,nutrition,
pasture production and proper utilization of rangeland resources;
b) Develop mechanism for assessment of progress and updating the livestock research programmes
and to-provide guidelines, guidance and ensure delivery of quality livestock research by livestock
research service providers; . .
c) Keep and maintain gene banks for purposes of characterizing, evaluoting and conserving farm
animal and forage genetic resources and to promote the use of biotechnology and bio-safety
measures to improve livestock-production; and . .
. d) Collaborate with national, international cindregional institutions and stake holders in carrying out
livestock research.
2. Duties, Responsibilities and Accountabilities of the Director General
Duties and responsibilities of the Director General TALIRI are spell out in Section 13(2) of TALIRI Act
.where the DG is expected to'•
i. 'be the Chief Executive Officer of the Institute; "
'ii. be responsible to the Board for administration and management of the Institute;
iii. be disciplinary authority in respect of the staff of the Institute;
iv.• act as Secretary to the Board of Directors;
v. provide leadership and direction in order to ensure that adequate resources are mobilized and
optimally utilized in achieving the set objectives, strategies and policies;
vi. ensure that all laid down procedures -and regulations for promotion and advancement are on a
scientific basis; •
vii. ensure that the Institute's wage a~d sclory structure is rotionol and as such aims at boosting the
worker's morale and attracts outsiders; and .
viii. discharge su~h other duties relating to the Institute as may be directed by the Board.
3. Qualifications and Experience ,
The Director General TA~IRI is expected to bear the following qualifications:
l i. Holder of a PhD degree in any of the following disciplines: Natural or Applied Science in related
" fields rhat include Animal Science, Veterinary.MediCine, Aqrjculture, Environmental Science, Range
Management or Agricultural/livestock Economics; .
ii. Must have experience of not less than twelve (12) years in scientific or research related field;
iii. Must have at least fifteen (15) gOO,9 quality publications, seven (7) in peer reviewed journals and
.five (5) of which is first author; -
iv. Must command National and International recognition in the respective research specialty;
v. Must have the ability to provide dynamic management and leadership required to successfully run
the organization staffed by highly trained scientific and technical professionals;
vi. Should be JPle to command respect among• TALIRI Staff and Chief Executives of other Organizations;
vii. Must have-a proven track record on Senior Managerial position in similar Institutions or Government
Organizations for a period of not less than five years; .
viii. Should have good commend of both English and Kiswahili languages;
ix: Must have basic knowledge of leT;
x. Must be -between the age of 45 and 55 years.
4. Terms of appoinhnent
The Director General shall hold office for a term of five years and may be eligible for re-appointment
. for an additional final term of five years. The DG position has the salary scale of PRSS 8 and other
fringe benefits that are within the frameworks of Tanzania Public Service and TALIRI Staff and Financial
Regulations.
