Position summary:
This position is responsible for supporting rehabilitation activities at the CBR center in coordination with the CBR/PSN Manager in Nyarugusu refugee camp in Kasulu Distric . This position reports to the CBR/PSN manager and works closely with the CBR Orthopaedic Officer, Occupational Officer, PSS / Data Officer and PSN Officers. This position monitors administratively the work of other CBR/PSN Officers and incentive staff in the absence of the CBR/PSN Manager at the field level and supports the CBR/PSN manager in the quality implementation of the rehabilitation services through outreach programs and assessment of clients with functional disorders.
Duties and Responsibilities:
Program Responsibilities:
• Ensure quality implementation of CBR activities in Nyarugusu refugee camp, adherence to donor agreement and regulations, as well as IRC Tanzania’s country program strategic plans in coordination with the CBR/PSN Manager.
• Take the lead in identification and assessing functional needs of PWDs in coordination with the CBR/PSN Manager and support rehabilitation services carried out in collaboration with CBR rehabilitation team.
• Ensure identified needs of PWDs are met with quality care and support and meets standards practices in line with the medical rehabilitation protocols , international classification tools of disabilities and functional disorders.
• Conduct weekly outreach support to persons with disabilities and persons with specific needs to facilitate the reach for their needs at filed level.
• Take the roles of monitoring the work of other CBR/PSN officers administratively in the absence of the CBR/PSN Manager and track the implementation of weekly plans to meet the needs of PWDs/PSNs as planned.
• Mobilize PWDs and PSN, and assist with them to form their self help groups in collaboration with community based structures.
• Organize ways to create awareness on the needs of rehabilitation support and protection of the persons with disabilities and other forms of vulnerability in the community.
• Capacitate CBR/PSN staff including community outreach workers and incentive rehabilitation assistants on the management of different types of disabilities for functional restoration for persons with disabilities and observable impairment in coordination with the CBR/PSN manager.
• Ensure efficient case management- and referral system is in place for PWDs, including tracking of referrals to ensure that services are provided and needs are met accordingly in collaboration with other professionals in the field of disability.
• Maintain communication with the management on the areas of sector achievements and relevant concerns on how to improve where necessary.
• Prepare activities plans , weekly , monthly and donor reports and timely submit to the CBR/PSN Manager for review as required in line with the sector objectives and collaborate with the CBR data officer during data tracking.
Personnel Management:
• Applicable in the absence of the CBR/PSN Manager , the position will play part in monitoring administratively the work of other CBR/PSN Officers and incentive staff at field level.
General Responsibilities:
• Attend and participate in trainings identified organized by your supervisor.
• Follow any new procedures and guidelines designated in circulars from Country Director.
• Report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (Tanzania and worldwide) as per the IRC Tanzania reporting mechanism. The reporting of violations is an obligation on the part of all staff members.
• Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers.
• Represent IRC at interagency meetings as assigned.
• Assist in control and proper usage of stationery and other items relating to work.
• Perform other duties as may be assigned by your supervisor.
Requirements:
• Must be a Physiotherapist with Diploma or higher level training in Physiotherapy with at least 3 years relevant experience.
• Minimum 3 years of solid management experience
• Experience working in the area of disabilities and care of PWDs and other vulnerable persons required.
• Experience working in a refugee camp desirable.
• Must be a Tanzanian.
• Ability to work independently with a high degree of initiative required.
• Good IT skills: knowledge of MS Word; Excel and Outlook required and ability to track and manage data required.
• Swahili and good English written and oral skills required. French a plus
