Assistant Computer Systems Manager

The US Embassy is seeking an individual for the position of Assistant Computer Systems Manager at the United States Agency for International Development. This is a full-time Personal Services Contract position. 

BASIC FUNCTION OF POSITION 

The USAID/Tanzania Assistant Computer Systems Manager (ACSM) is responsible for network management and operations: includes performing network troubleshooting, network repairs, server configuration, tuning and server hardware and software upgrading, performing special analysis and design techniques in order to provide consultation and coordination services to about 70 LAN/WAN users regarding the LAN operating systems, e-mails, internets, passwords, access rights, printer services, adding new users, file archiving and analysis of malfunctions and problems. Assisting the Computer Systems Manager (CSM) for maintaining VSAT and wireless link: includes upgrading Cisco router configurations, troubleshooting malfunctions, and managing ASIST (Agency Secure Image and storage Tracking system) – Oracle based computer systems. The ACSM is to ensure an office automation program systems runs effectively, ensure the security of the system is invulnerable, update mission website, involved in the planning administration and coordination training, perform and modify software programs as required by users and perform programming tasks as needed by Mission staff.

MAJOR DUTIS AND RESPONSIBILITIES:

1. Information resources management & administration

40%

a) Assist Computer Systems manager (CSM) in daily operational functions of a LAN/WAN system, such as; perform network troubleshooting, network repairs, cable breaks, server data backups.

b) Responsible for new ADP orientation, planning, coordinating other related operations such as user directory creation, adding a new user, deleting a user; performs Server hardware and software upgrades such as upgrading MS Windows, LAN application software, LAN expansion (adding server, node, wiring etc.); troubleshoot and support ASIST/Documentum users

c) Assist Computer Systems manager in providing computer assistance and technical advices to the management and staff members. This includes the use & care of computers, preparation of complicated computerized reports, such as but not limited to, data-based programs mandated by requirements; and training users on how to use appropriately, easy methods and other time- saving operations; providing technical input, including specifications for computer hardware, peripherals and software; 

d) Discuss with managerial, administrative and technical staff to determine information needs, data flows and systems definitions; responsible for assigning (in consultation with the CSM and EXO). 

e) Setting up Computer hardware and related peripheral equipment; develop the Mission Automated Data Processing Procurement Plan based on staffing and program/project projections; assess user software needs and installs required software at initial set up and thereafter as needed. 

f) Analyze operational problems and initiates corrective actions, or in complicated situations beyond capability, consult with the Systems Manager or Chief Information Office (CIO) technicians. Maintain records of problems encountered and resolution actions taken.

2. Computer/System Engineering

a) Assist the CSM to establish mission policies including, but not limited to those governing computer maintenance and acquisition, installation of software, and integration of proper power protection equipment for all the mission’s systems. 

b) Perform server data backup, archive, and recovery as needed to prevent data loss; overseeing the telecommunication systems such as VSAT, ISP links, Cisco switches and routers, Microsoft Exchange server and Domain controllers. 

c) Ensures that all Mission hardware is adequately maintained, whether in-house or through maintenance contracts; develop and implement a preventive maintenance plan; periodically perform thorough hardware and peripherals cleaning. 

d) Ensuring all network computers are protected from virus attacks by ensuring the latest updates (patches) are running on each computer. Maintaining the integrity of programs and data files, virus protection including limiting the introduction of foreign data programs

3. Application Support

20%

a) Work in collaboration with the Computer Systems Manager to support the day-to-day computer needs of Mission employees. This includes support for word processing, spreadsheet, graphics and all other software that are in use in Mission. 

b) Coordinate with IRM Washington and the Mission offices in the implementation of the Agency Secure Image and Storage Tracking System (ASIST). 

c) Manage and oversee the entire applications portfolio for the Mission, including but not limited to, the most complex and sophisticated applications developed by USAID/W and the Mission for financial management, project administration, communications, and operations management. These applications include, but are not limited to: Phoenix, PhoenixViewer and WEBTA, Time and Attendance for FSN employees (Win TA), Travel Manager, ePIC, and WEBPASS.

Software Development & User Training

20%

a) Provide training to all Mission computer users in systems use and access i.e. hardware and software applications. Plan, design and coordinate training programs. Talk to developers and suppliers of the new IT products and teaching methods to maintain valid personal knowledge and skill. Assess and analyze training needs. 

b) Perform programming as required by the Mission: applications programming in one or more computer languages on the basis of specifications; analyzing program applications developed by others to determine impact on overall workload, compatibility with other programs and with computer systems being used; develop and maintain macros to assist in conduct of Mission business.

QUALIFICATIONS REQUIRED

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1. Education: 
   A university -level degree in information and computing systems is required or relevant discipline with proven proficiency in hardware, software & telecommunication support; with broad ranging experience in IT support (i.e. Windows 2000, UNIX, and Oracle, LAN/WAN administration, maintenance and programming). Capable of quickly adapting to changing environments (procedures, guidelines and regulations) is required.
2. Prior Work Experience: 
   At least 5 years’ experience in systems support in LAN/WAN and standalone environment, including hardware maintenance and operations & software applications; applications programming and MS office users training is required.
3. Language Proficiency: 
   Level III (good working knowledge) in English and Kiswahili (speaking, reading and writing) is required.
4. Skills and Abilities Knowledge: 
   Previous training experience is a desirable qualification.
