DUTY STATION: Mbeya/ Mbozi
GENERAL POSITION SUMMARY: the Project Officer –
Livestock Production is responsible for providing strategic and technical
support regarding the implementation of all field operations relating to good
livestock husbandry, production and overall animal well being, carrying out
field capacity building to stakeholders, organize groups for input supplies
(veterinary drugs and feeds) and writing progress reports.
DETAILED RESPONSIBILITIES
AND DUTIES
Resource
Management of Project Material and Financial Resources
·
Ensure
proper management of Original Placements of Livestock and Passing on the Gift from the same and Other Resources,
·
Facilitate
the procurement of livestock production
inputs supplies in accordance with approved Heifer policies and procedures
·
Recommend
project budget adjustments based on field realities within approved budget
·
Ensure
proper management of Heifer assets and other resources according to policies
and procedures in force
·
In
collaboration with the Accountant, manages project funds and implements
financial controls
Project Planning,
Coordinating and Implementation
·
Prepare
result oriented annual work plans and budgets taking into consideration
recommendations from internal and external reviews and evaluations.
·
Provide
strategic technical assistance to both Project Supervisors and Farmers on
issues pertaining to animal husbandry (feeding, housing and diseases control)
and breeding and offer appropriate follow up measure
·
In
conjunction with area Project Supervisor, arrange and conduct village level
training sessions on subject matter needing intervention for farmers and
farmer’s groups
·
Keep
your immediate Supervisor updated with regard to project implementation and
provide advice as to how to manage project operations.
·
Facilitate
and coordinate trainings in all aspects of crop/livestock production
and wellbeing
·
Facilitate
and coordinate livestock disease prevention and control programs
Project Monitoring and Evaluation
and Report Writing
· In collaboration with Monitoring and Evaluation Manager, ensures monitoring and evaluation system is fully implemented
· Lead the timely monitor and document POG fulfill in the assigned project
· Prepare and submit progress reports on program and project activities
· Monitor donor contract submission dates and deadlines to ensure the fulfilment of reporting responsibilities
· Collaborate to facilitate regular participatory project self-review and planning by project groups.
·
Develop and promote best
practice examples and ensure documentation of experience and lessons
learned.
·
Visit
project sites on regular basis for monitoring and proper execution of
activities
·
Advise
and assist in designing and updating appropriate animal records, maintain
detailed records and up to date paperwork for all duties as per current
operating formats
·
Write
precisely and submit timely all the periodical reports that you are required to
produce as per agreed formats
Fundraising
and Resources Mobilization
·
Collaborate
with the Program Cluster Manager to identify and prepare draft concept notes
for fundraising purpose
·
Participate in the project proposal development and
developing winning grassroots development project proposals for funding
Field Collaboration /Partnerships and Networking
·
Promote
collaboration between Heifer Tanzania and all the relevant ministries of the
Government of Tanzania in the project communities in the program cluster.
·
Promote
collaboration between Heifer Tanzania and other development agencies ( NGOS, GO
and CBOs etc) in the program cluster
·
Manage
and maintain operational
networks/partnerships in project communities
·
Handle
matters of interest to Heifer Tanzania with the public, donors, volunteers,
collaborators and partners in the project communities with courtesy and tact.
Communication With /
From the Field
·
Ensure effective communication within the Program
Cluster team and entire country program.
·
Coordinate the dissemination
of incoming/outgoing communications between Program and field projects.
·
Provide information in
public as requested required and approved by Country director
·
Strengthen effective communication
from the project committees, farmer groups to the program level and vice versa.
Personal and Professional Development and Team Building
·
Carry
yourself both professionally and personally so as to bring credit to Heifer
International and to not jeopardize its mission
·
Demonstrate professionalism in the execution of duties
·
Be
a team player in the course of executing your duties for the fulfillment of
Heifer mission
OTHERS
·
Carry out other duties that
may from time to time be assigned to you by the Country Director, in the
interest of HPI Tanzania and Heifer International in general.

QUALIFICATION,
EXPERIENCE AND COMPETENCIES
·
Minimum of BSc in
Agriculture/ Animal Science, Veterinary medicine or related fields.
·
At least five (5) years
field experience in agriculture/ rural development projects
·
Strong experience
interacting with dairy producers on a day to day basis
·
Managing and executing multiple tasks.
