SENIOR PROGRAM ANALYST-ECONOMIC GROWTH
INTRODUCTION
USAID/Tanzania is recruiting for an experienced Local Hire USPSC Senior Program Analyst with the presence, knowledge and the programmatic skills to serve for the Economic Growth Office at USAID/Tanzania. The incumbent will serve as the Deputy Unit Lead for Program Analytics and will work with the Unit Lead to oversee monitoring and evaluation, results reporting, procurement, and budget operations for the entire Economic Growth Office, which has a program portfolio of close to $100 million per year. This will include guiding an external evaluation agenda, monitoring the program’s budget (including timeliness of incremental funding actions), coordinating operational planning processes and overseeing new program design and award procedures.
Incumbent works under the supervision of the USAID/Tanzania Program Analytics Unit Lead, who provides day-to-day supervision and general policy directives. The incumbent plans and carries out assigned programs; resolves conflicts, makes contacts and coordinates work; develops changes to plans and/or methodology; interprets policy and other requirements; and keeps supervisor informed of progress. The work is reviewed for adherence to USAID policy and Mission objectives and strategy.
The grade level of the position is GS-13, (ranging from $72,391 p.a. to $94,108
p.a.), and the duration will be for One year, renewable based on performance and availability of funds. Candidates who live outside of the Dar es Salaam, Tanzania area, will be considered for this contract, but relocation expenses will not be reimbursed.
DUTIES & RESPONSIBILITIES:
A. Overseeing results reporting for the entire Economic Growth portfolio: this includes annual operational planning and performance reporting to USAID/Washington; working with program managers to ensure that all programs are adequately monitored for results; assisting with the management of databases to track results; and compiling and organizing bi-annual portfolio reviews for the Economic Growth office within the USAID/Tanzania Mission.
B. Guidance and oversight on external evaluation plan for the Economic Growth Office: this includes working with external evaluators on the design and implementation of evaluations; ensuring that the portfolio and individual programs are in compliance with the USAID evaluation policy; procuring and implementation of all evaluations; and drafting evaluation scopes of work with Contracting Officer’s Representatives (CORs)and partners.
C. Program Analytics, monitoring and reporting: this includes tracking and managing large multi-project data collection efforts, such as the every 2-3 year Feed the Future population-based survey; maintaining the budget for Economic Growth portfolio; tracking and monitoring expenditures and providing input to the Programs and Financial Management offices as needed; oversight of procedures on procuring new awards, and ensuring timely funding for existing awards; oversight of pre-obligation procedures for Government-to-Government financing within the Economic Growth portfolio; and reporting, planning and monitoring of infrastructure and energy programs under the Partnership for Growth and Power Africa Initiatives.
QUALIFICATIONS REQUIRED:
- A. Education: Completion of a bachelor’s degree in agriculture, economics, finance, trade, natural resource management, sociology, research methods, public administration, business administration, public policy is required. Completion of a master’s degree in any of those fields is preferred.
- B. Prior Work Experience: At least 4 years of relevant work experience in project management, monitoring and evaluation, financial management, or international development programming.
C. Knowledge: Must have practical knowledge of program monitoring and evaluation best practices and methodologies, and a working knowledge of Microsoft Office applications.
D. Skills and Abilities: The position requires skills in working with quantitative results and budget information, research methods, and analyzing data. Written and oral communication skills to present information through reports and discussions, as is ability to effectively manage development programs and work across teams and with various levels of leadership.
