Overall Purpose of the Role
The Project Delivery Manager is part of the country staff team who are responsible for representing and delivering Raleigh International’s interests in country. Raleigh’s aim is to develop a number of long-term country programmes that deliver sustainable development through young people.
The role of Project Delivery Manager is to assist the Country Operations Manager (COM) to deliver the International Citizen Service programme in country. They will assist the COM to deliver the day to day coordination and management of the programme including safety, logistics, transport, training, and routine management of volunteer staff and participants.
Principal Accountabilities and Responsibilities
Programmes
• Work within a team of staff and volunteers to deliver all country strategy programmes,
focusing on the ICSE Programme, within the spirit of Raleigh’s mission, vision, ethos and
values maximising the development opportunities and experience for all volunteer staff
and participants.
• Assist with operational project planning, reporting and management under the guidance
of the COM.
• Responsible for maintenance of day to day delivery relationships with partner NGOs and
other stakeholders to ensure the operational delivery of projects and individual team
placement.
• Support the recruitment, selection and pre and post training for the National Volunteers
so they have an equitable contribution and outcomes to the International Volunteers.
• Responsible for the management and support volunteer staff and participants in
development of team plans and reporting against them for the ICSE programme.
• Contribute to planning and delivery of other organisational activities and events when
applicable in support of the organisations aims.
Monitoring and Evaluation
• Ensure quality monitoring and evaluation of a defined programme portfolio in
coordination with Management and Head Office M&E Lead.
• Liaise between the Head Office and Raleigh local country team to ensure that team
members are familiar with procedures and the compliant mechanism with agreed
approaches.
• Ensure quality reporting against donor specific requirements or Raleigh strategic goals
Safety
• Responsbile for ensuring that safety standards are maintained and Raleigh’s safety
culture is communicated effectively to all staff, volunteer staff and participants in line with
organisational policy.
• Responsible for ensuring that optimum back-up is planned and provided for evacuation
and medical support to project sites in line with policy and best practice.
• Responsible for ensuring the quality of all safety systems, with emphasis on project level
risk assessments and casualty evacuation plans in line with policy.
• Crisis Management - assist with the coordination and day to day management of the plan
and response to incidents.
• Duty Manager – form part of a rotating team responsible for the out of hours duty call
system.
Volunteer Management
• Manage the training, management and support of the ICSE volunteer staff and
participants so that they can achieve Raleigh’s development aims. This will include skills
building, team-building, briefing, providing advice and guidance, and giving practical and
moral support and supervision.
• Provide on site support to all volunteers to ensure effective, timely and optimum delivery
of the ICSE project.
Operations
• Contribute to and ensure effective, timely and efficient communications with Head Office.
• Help manage day to day communications with project sites and volunteer teams.
• Assist with the quality assurance of all administration and record keeping.
• Assist with daily management of field base activities.
• Supervise and control the maintenance of Raleigh’s resources and equipment.
• Assist with transport arrangements for ICSE groups..
Person Specification (Skills and Experience)
Essential
• Previous Raleigh or ICS experience as a senior volunteer position ie Team Leader.
• Previous Project Management experience.
• Strong people management skills and experience of training and facilitating groups of
between 40 and 120 staff/volunteers.
• Excellent IT literacy (Microsoft Office suite and databases).
• Excellent planning and organisational skills with the ability to prioritise and organise a
heavy workload, work autonomously on own initiative both reactively and pro-actively.
• Experience of working with and motivating youth volunteers from different backgrounds,
nationalities and ages.
• People focused with excellent communication and diplomatic skills, with the ability to lead
by example, demand excellence and adapt their leadership style to the situation.
• Have high levels of integrity and sound judgement.
• Be a strong and flexible team player.
• The ability to deal with conflict and overcome challenges.
• Language – fluent in oral and written English.
• Excellent interpersonal and communication skills; both written and verbal.
• Ability to work collaboratively with volunteers and peers and under the direction of the
COM.
Desirable
• Strong project planning skills and a proven track record of project delivery.
• Previous experience of working on a project needing compliance with the donor and
other consortium members.
• A good understanding and experience of international development, environmental and
sustainable development issues and the ability to enthuse others on the issues and
contribute to strategic planning.
