Who we are
Oxfam is an International NGO working with others to find lasting solutions to poverty and suffering in Tanzania and more than 80 other countries worldwide. In Tanzania Oxfam works with more than 46 civil society organisations in Shinyanga, Simiyu, Geita, Mwanza, Dodoma, Morogoro, Tanga, Lindi, Iringa, Mtwara, Kagera, Manyara and Arusha to implement three change goals that have been identified in the country strategy for 2011/2015, namely Economic Justice - Rural Livelihoods (including smallholder, pastoralist and women’s livelihoods), Gender Justice – equality for women ending violence against women and to promote women’s leadership and economic empowerment and Social Justice centred in active citizenship and effective governance for quality essential services.
We are currently looking for a dynamic and knowledgeable Finance Officer to enhance the impact of our work in Tanzania.
Roles and Responsibilities
In this role you will Report to the Senior Finance Systems Officer and you will be responsible for the following:
- Assisting the Senior Finance System officer with maintaining close links with the banks, which hold Dar es Salaam accounts and checking on, following up and acting on discrepancies and any problems, which may arise.
- To process day today transactions and country office including payments processing; float management, invoicing, preparation of bank reconciliations and payroll administration.
- To follow up on Personal accounts, i.e. Floats, Welfare loans and rent advances. Inform the senior finance systems officer of any major discrepancies or problems and assisting in resolving relevant issues/problems.
- To ensure Oxfam core standards in terms of ethics, safety and procedures are met and/or adhered to in providing finance support services. This would include the review, discussion and implementation of petty cash procedures guide, as well as improve payroll management.
- To maintain the basic financial procedures in place in line with Oxfam Ireland procedures.
- To assist in the monitoring and management of expenditure and budgets of Tanzania programme, especially donor-funded projects as well as transactions posted by other offices. To help manage CRM and provide support to budget holders in using CRM and Dynamics AX including training.
- To ensure that statutory obligations are adhered to and all taxes are remitted on time.
- To ensure the proper use and maintenance of computerised financial systems (including the accounts package designed for Oxfam purposes) for all financial matters relating specifically to the Tanzania programme.
- Maintaining up to date financial records and consolidating data to ensure that all-financial information is accurately keyed into Cash book /Microsoft Dynamics AX- system.
Skills and Competencies
A candidate envisaged for this role will be
- A university degree or Advanced Diploma in Accountancy preferably coupled with Accountancy professional qualification ACCA or CPA (T).
- Minimum of 4 years working experience as a finance officer in A busy INGO, with thorough
- Knowledge of book keeping.
- Working understanding of project cycle.
- Staff management.
- Experience in dealing with auditors.
- Tax administration (VAT, payroll).
- Manages own time to achieve departmental objectives.
- Commitment to Oxfam's philosophy, aims and policies (especially gender relations).
- Self-confidence, maturity & ability to co-operate with a wide variety of people.
- Ability to work on own initiative & under pressure and to meet deadlines.
- High level of initiative.
- Good communication and interpersonal skills.
- Shows evidence of high level of planning skills.
- Responsible, flexible and adaptable.
- Good team player and builder.
- Specific understanding of multi-donor funding.
- Processing of day to day financial transactions.
- Advice at a detailed level.
