Call for proposals: Research Training Partnership Programme - Tanzania

Sida is announcing a call for proposals for 5-year partnerships between Tanzanian and Swedish research institutions for strengthening of institutional research capacity.
The call for proposals for Sida funded partnerships between research institutions in Tanzania and Sweden is now open. This programme named "Research Training Partnership Programme as an integral part of Swedish Research and Development Cooperation" aims at supporting the strengthening of institutional research capacity at universities and research institutions/organisations in Sweden's target countries, contributing to increased capacity for carrying out research for inclusive development.

The call is directed at five year collaboration between Swedish research institutions and the following research institutions in Tanzania:

University of Dar es Salaam (UDSM)
Muhimbili University of Health and Allied Sciences (MUHAS)
Ardhi University (ARU)
Tanzania Commission for Science and Technology (COSTECH)

Swedish institutions of higher learning, research councils and other agencies of relevance will have the opportunity to work in partnership with the above mentioned Tanzanian institutions.
Sida's previous calls (Bolivia, Rwanda, Uganda) had two stages, Letter of Intent and Full Proposal. This call for Tanzania only has one stage where partnerships develop and submit programme level proposals.
Deadline is October 31st 2014.

Background
The Swedish investment in research cooperation with low-income countries over the last 37 years has resulted in islands of research capacity that can be targeted for concerted research training with the aim to develop local training in target countries.
With these developments, Swedish research cooperation has stepped up to organise bilateral research capacity strengthening cooperation in accordance with normal praxis of research, i.e. open competition for collaboration.

Focus of the partnerships
Collaborations within this programme can focus on strengthening research capacity through training or through supporting components essential for high quality research.
Depending on the situation at the target country university, postgraduate research training may aim directly at:
i) local PhD training
ii) Masters training programmes as part of PhD-training for the recruitment of competent candidates.
iii) Sandwich training of university staff at Swedish universities until the number of researchers allows the initiation of local research training.
Comprehensive partnerships between individual Swedish universities/institutions or a consortium of universities which contribute to the development of human resources and the research capacity of universities/institutions in Tanzania are encouraged to apply.
Applications for funding of research support such as these are also encouraged:
  • Use of research
  • Innovation
  • Quality assurance of research and research training
  • Components that strengthen the conditions for carrying out research and research training
Examples of such components could be:
  • Research management
  • Access to and publication of scientific information
  • Research Communication

Expected outcomes
- Quality assured research training programmes within prioritised areas of national importance established and run in universities in Sida's target countries
- Long-term institution-based mutually beneficial postgraduate research training partnerships between universities/institutions in Sida's target countries and Swedish universities/institutions established and maintained
- Joint integrated research training programmes of high international standards built on the principles of mutual recognition of studies and qualifications established

Concept notes
Invited universities/institutions in Tanzania have submitted concept notes that identify areas where needs for Masters and PhD trained people lie, as well as areas that need to be supported to provide the conditions for doing research. These areas in turn address needs and priorities within national strategies on research and higher education.
The following Tanzanian institutions are included in this call: University of Dar es Salaam (UDSM), Muhimbili University of Health and Allied Sciences (MUHAS), Ardhi University (ARU) andTanzania Commission for Science and Technology (COSTECH).

Who can apply?
Applications for research training partnerships will be accepted from the bodies/entities responsible for research training at the included universities/institutions in Tanzania (i.e. the faculty, vice rectories, directories for research or Schools etc.) together with their proposed partner Swedish university bodies/entities responsible for research training and with the right for examination in Sweden.

Programme level proposals
Once contacts have been made between Tanzanian and Swedish universities/institutions, partnerships develop joint programme proposals.

Overall programme proposal
The overall programme proposal must be sent to the Swedish Council for Higher Education (UHR) by the Tanzanian universities. Responsible universities will be informed about the details.

The legal representative for the Tanzanian university/institution must provide Sida with a signed list of ALL endorsed proposals submitted.
Proposals will be reviewed by the "Sida Research Training and Capacity Development Evaluation Committee" and those partnerships determined to be of highest quality and relevance will be considered for funding.

Planning grants
New collaborations may apply for a travel planning grant of maximum 80 000 SEK per programme level programme to develop proposals. The purpose of the planning grant is for partners from Sweden and Tanzania to meet and jointly develop a proposal.
