1.0 MANAGER, STATISTICS (Head Office) - 1 Post -REF No. 501
1.1 Position Summary
To identify, collect, analyse, interpret and reporting statistical data and information required by the Authority. In addition, the incumbent will be charged with ensuring storage of data and information from the regulated sub-sectors. He/she will report to the Director, Economic Regulation, with the following key duties and responsibilities:
i) To assist and advise the Director of Economic Regulation on matters pertaining to the Authority’s statistics;
ii) To identify external and internal sources of statistical data required by the Authority;
iii) To develop performance indicators and benchmarks for the regulated sub-sectors;
iv) To collect relevant data/information from regulated sub-sectors;
v) To analyse and interpret data and information collected from regulated sub-sectors;
vi) To keep proper and up to date record of information/data of the regulated sub-sectors;
vii) To design systems for disseminating information/data to Management, Government and stakeholders in general;
viii) To prepare periodic reports for the Management;
ix) To manage the individual set objectives/targets and performance standards process as part of the individual performance agreement in consultation with the immediate superior;
x) To manage the open performance review and appraisal process of subordinates and provide feedback as appropriate; and
xi) To perform any other duties as may be assigned by the Supervisor from time to time.
1.2 Minimum qualifications and Requirements:
• University Postgraduate Degree in Statistics, Economics, Business Administration, Transport Management or its equivalent;
• Bachelor Degree in Statistics, Economics, Business Administration, Transport Management or its equivalent; and
• At least ten (10) years of working experience, three (3) years of which must be at supervisory level in a reputable institution (preferably a regulatory services institution).

2.0 MANAGER, RAILWAY INFRASTRUCTURE REGULATION (Head Office) - 1 Post -REF No. 502
2.1 Position Summary
To supervise the preparations and monitoring of regulations and safety management plans and preparing reports to management. Further the job holder will be responsible to actively promote a pro- active railway safety culture to all key stakeholders. He/she will report to the Director, Railway Regulation, with the following key duties and responsibilities:
i) To supervise the preparation of Regulations as stipulated in the Railway Act;
ii) To supervise and approve safety plans submitted by railway companies;
iii) To supervise the Audit of safety management plans and systems of railway undertakings;
iv) To supervise the monitoring of safety performance of railway operations with respect to safety plan targets;
v) To keep abreast with worldwide developments in railway safety technologies, techniques and methods so as to introduce change leading to improved safety effectiveness;
vi) To actively promote a pro-active railway safety culture;
vii) To maintain a level of personal professional training, which ensures the acquisition of the necessary skills take advantage of on-going technical and business developments;
viii) To prepare periodic reports for the Management;
ix) To manage the individual set objectives/targets and performance standards process as part of the individual performance agreement in consultation with the immediate superior;
x) To manage the open performance review and appraisal process of subordinates and provide feedback as appropriate; and
xi) To perform any other duties as may be assigned by the Supervisor from time to time.
2.2 Minimum qualifications and Requirements:
• University Postgraduate Degree in Engineering (Civil, Electrical, Mechanical, Electro Mechanical Techniques), or its equivalent;
• Bachelor Degree in Engineering (Civil, Electrical, Mechanical, Electro Mechanical Techniques), or its equivalent; and
• At least ten (10) years of working experience, three (3) years of which must be at supervisory level in a reputable institution (preferably Railway services institution).
3.0 Key competencies required for the Above Vacant Positions:
All applicants must:
-Demonstrate highest degree of integrity and professionalism;
-Possess good communication, leadership and interpersonal skills;
-Demonstrate competence in budgeting, setting performance indicators, monitoring and performance appraisals;
-Be self driven and capable of working with minimal supervision;
-Be capable of delivering excellent results while working under pressure with tight schedules and deadlines;
-Possess basic knowledge in Information and Communication Technology (ICT) application, such as; Microsoft Office Word, Excel, PowerPoint Access, Outlook etc.
4.0 TERMS OF EMPLOYMENT
Successful candidates will be employed on 5-Years Contract including six (6) months of probation. The contracts are renewable, subject to the employee’s satisfactory performance.
