POSITION DESCRIPTION:

UmojaSwitch is a Tanzania's National switch of choice which was established in year 2006 with the main establishment reason being to implement a Shared Electronic Payment Transfer (EFT) infrastructure through a shared switch. Since its establishment, the network has recorded enormous growth in terms of both coverage and membership.
The number of members has increased from six (6) to twenty five (25) by April, 2014 (with both regional and multinational banks joining the network) The number of ATMs has increased from 30 to nearly 200
The service provision portfolio has increased by introducing agency banking, mobile banking, Integration with Mobile Network Operators (MNOs) for mobile money provision as well as embarking into regional and international integrations.
UmojaSwitch is now a national-wide network covering all the regions both the Mainland and Zanzibar (Unguja and Pemba).
UmojaSwitch has made an impact to the Tanzanian financial sector and the community by providing desired services while embracing the fundamental principle of sharing! It has also proven to be the most convenient network due to its flexibility in providing freedom of choice to its clients.

IT and Operations Manager
Reports to: Chief Executive Officer (CEO)
1.3 Key functions
Prepare the policies and procedures (manuals) of the ICT & Operations Department. Elaborate a proposal of the needed staff level for the ICT & Operations Department.
Ensure the delivery of an effective level of technical lCT Services to all customers of Shared switch
Ensure the effective management and provision of ICT services to facilitate technology solutions that satisfy client's business requirements. Effectively manage the delivery of ICT Services provided to Shared switch by external support providers
Manage the provision of advice and direction on ICT Technical issues including determining operational policy and procedures.
Lead and undertake major ICT projects of critical importance, requiring the management of significant resources including the development and implementation of systems and processes to ensure the effective delivery of ICT Technical Services.
Shall ensure effective, prudent and accountable use of resources by ensuring compliance with relevant policies, guidelines and procedures. Report on frequent basis to the Management the operational issues of the Company and the network in general
Ensure conformity by banks to the set out operational standards within the network
Derive, communicate and enforce the Service Level Agreement to govern the member banks within the UmojaSwitch network Strive to ensure quality services are provided by all parties (service providers & banks) for the best results of the network Handle all the operational disputes resulting from transactions, integration and interoperability in general
Provide (from time to time) the members of the Management with the operational reports and statistics.
Organize and conduct training sessions for member banks on all operations related issues e.g. reconciliation, settlement The UmojaSwltch Operations Manager will be the custodian of the network's operations standards.
Prepare and communicate the operational procedures of the network.
Prepare the Service Level Agreements between the company and the Service Providers
Prepare the Service Level Agreement to govern the relationships among the member banks and all the switch users Prepare enforcements (penalties, discipline procedures, etc) to govern the operational aspects within the switch Other tasks, which may from time to time, be assigned by Management.
Qualifications
At least a bachelor's degree (or its equivalent) in ICT related studies
At least three years' experience in a ICT & Operations Department of a bank at senior level;
Must have demonstrated ability to lead and assist individuals or groups in implementation and achievement of the Company's strategic goals. Proven ability to communicate complex technical ICT concepts in a simple and professional manner and to a wide range of audiences, including the development of documentation at a high standard
Must be strategic, innovative, analytical and action oriented when analyzing and identifying business solutions.
Should have demonstrated experience in the development and implementation of ICT projects, delivery processes, ICT standards and procedures to achieve high quality service delivery results.
Sound knowledge of ICT technologies and trends; is expected to pioneer innovation within the institution. Good knowledge of ATM reconciliation (branch level as well as Head Office level);
Knowledge of Card production and the related procedures;
MUST have worked in a shared switch environment;
Must be result oriented, must possess excellent interpersonal skills and should have ability to work with local and multinational communities Fluency in English and Kiswahili.
