Program Overview |
Pathfinder is seeking a Deputy Chief of Party (DCOP) candidate for the Community Health and Social Welfare Systems Strengthening Activity project. The purpose of this program is to strengthen community health and social service systems in order to improve health, well-being and protection outcomes for HIV affected and other most vulnerable populations in Tanzania by creating more accessible, higher quality health and social services for HIV affected and other most vulnerable populations in targeted communities.

Position Purpose |
The DCOP has the primary responsibility of continually improving the implementation quality of activity interventions. He or she ensures that the program adheres to national and internationally accepted technical norms and standards and that best practices and approaches are well-documented and highlighted throughout the program implementation period. The position also leads and oversees program monitoring, evaluation and learning. |
Key Responsibilities |
- Provide technical direction of all project activities.
- Supervise senior technical staff.
- Ensure that project performance objectives and mandates are implemented in a timely fashion and meet the highest quality standards.
- Manage and coordinate activities of subcontractors and partners to create synergy and ensure that project responsibilities are carried out in accordance with donor regulations.
- Develop capacity of local partners in technical areas.
- Partner successfully with Pathfinder’s Program Director and Headquarters technical officers by providing accurate and timely reporting and updates on the project progress.
- Responsible for making sure that the project progresses according to contract, completing all survey work and acting as a liaison with the representative to the donor in regards to matters of operation and must be aware of all contractual obligations and make sure that they are met on each project.
- Represent COP as necessary.

Basic Requirements |
- Master’s degree in Public Health, Social Work, International Development or related degree.
- Minimum of 10 years’ experience designing and implementing community health and health systems strengthening programs in sub-Saharan Africa or other resource limited settings, preferably Tanzania.
- Demonstrated experience implementing and managing program monitoring, evaluation and research activities for complex programs in resource-constrained countries.
- Experience managing USAID-funded health programming.
- Prior experience working with community systems in delivering HIV/AIDS and OVC services.
- Technical expertise in HIV/AIDS, including pediatric AIDS and OVC programming.
- Broad understanding of comprehensive health, population, and nutrition context in Tanzania and familiarity with government structures in Tanzania.
- Background in health systems strengthening at both the national and district level.
- Demonstrated experience producing quality English-language communication products such as progress reports, case studies, and research protocols.
- Direct senior staff supervision experience required, including proven ability to manage, motivate, and mentor staff at all levels and create a positive team environment.
- Experience working with complex programs involving short deadlines, multiple tasks, in coordination with multiple partners, to achieve expected results.
- Strong presentation skills including the ability to present to USAID and other key stakeholders.
- Excellent diplomatic, interpersonal, negotiation and communication skills.
- Strong decision-making and problem-solving skills.
- Fluency in spoken and written English required.
- Strong computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook.
- Ability and willingness to travel In-county as well as to the US Headquarters.
