Job Summary

The Emerging Markets division provides specialised professional services associated with the planning, design, implementation, evaluation and monitoring of development programmes across a range of physical, economic, and social infrastructure sectors.
Cardno Emerging Markets, Particip and COWI, have recently submitted an Expression of Interest in being invited to tender for the consulting services for “Monitoring, evaluation, communication and visibility for food & nutrition security and sustainable agriculture and Advisory Services for sustainable agriculture and sustainable food systems”. The services to be provided under this contract will comprise technical advice, studies, support to assist operational managers in HQ, Delegations and Partner Countries to improve project design, monitoring and evaluation and result frameworks. It also encompasses an inventory of best practices of EU’s support in the areas of sustainable agriculture and food security. The services will work in full coherence and complementarity with advisory services aiming at addressing under-nutrition and social transfers through EU external assistance.
Key Responsibilities
Qualifications and skills:
- Masters degree in Economics, Natural Resources Management, Environmental Sciences or related field is required
- Demonstrated strong written and oral presentation skills.
- Fluency in English
- Minimum of 10 years’ relevant experience in design and implementation of M&E strategies for large scale development programmes
- Demonstrated technical expertise, ample field experience, and relevant technical background in monitoring and evaluating for food and nutrition security and sustainable agriculture
- Must have familiarity and experience with baseline and end-line surveys, experimental and quasi-experimental impact evaluations and performance evaluations using a variety of quantitative and qualitative data collection and analysis methodologies
- Expert in results-based monitoring, performance monitoring, setting and measuring Key Performance Indicators.
- An in-depth understanding of processes for undertaking baseline data collection, recording and reporting and carrying out impact assessments
- Management of/ experience on EU funded projects is an advantage
Other Requirements
The project is scheduled to start in November 2013 and the duration will be approximately 48 months.
