Overall Responsibilities
Under the guidance of reporting to the Deputy Project Director , the Capacity Building Advisor (CBA) is responsible for planning, coordinating and deliveringorganizational capacity building technical assistance (TA) to selected public institutions that TZ-ICB is working. The CBA will design and implement capacity building programs for select client organizations; supervise M&E, assure quality; manage, support, and supervise consultants; and ensure continuous quality improvement. The CBA will provide support to, or identify qualified TA providers to support local partners develop basic leadership and management capacity in organizational strategy, structure, systems and any other management and leadership areas as needed.
The CBA will work in close collaboration with the ICB team in the discharge of his/her daily duties, employing a participatory approach and using MSH’s best practices and tools wherever possible. (S)/he is responsible for planning and communicating project updates to external partners about the project activities’ and accomplishments in the form of newsletters, project’s blog, activity reports and presentations to CDC, the MOHSW, international and local stakeholders.
The CBA is aware of and adheres to MSH procurement integrity standards in all activities. The position may require domestic travel up to 25% of the time.
Specific Responsibilities
- Design and implement partner capacity building activities for assigned partner(s) with the supervision of the Deputy Project Director.
- Provides support to Deputy Project Director in the conceptualization, development implementation and evaluation of leadership and management coaching and mentoring/training programs and activities at country level.
- Documents project implementation progress, achievements and communicates same within and outside the project as required
- Works closely with Technical Advisors and consultants and coordinate coaching and mentoring/training program design and evaluation, specifically in relation to assuring that coaching and mentoring as well as training events are a coherent part of a larger performance improvement strategy and that they are designed and planned in a systematic way, respecting steps of situation analysis, needs assessment, decision to adopt a training/coaching and mentoring strategy, curriculum development, materials development, administrative planning, implementation, follow-up, and evaluation.
- Actively participates in communication of project activities and accomplishments to external partners in the form of periodic updates, newsletters, postings on the project’s blog, activity reports and presentations to CDC, the MOHSW, international and local stakeholders.
- Coordinate and liaise with other Institutional Capacity building projects and donors.
- Support Deputy Project Director in designing technical documents for the project and partners that is concurrent with the technical areas of leadership and management and institutional capacity development.
- Coordinate and record minutes of team meetings, meetings with partners and donors.
- Performs other duties as assigned by the Deputy Project Director
Qualifications
- A minimum of a master’s degree in business administration, public health, public administration, public relations or related field, or equivalent experience in organizational development.
- At least three years of experience providing organizational development technical assistance in the public and/or private sector in Tanzania.
- Minimum of five years of mid to senior-level experience working with large donor-funded health programs, including experience working under PEPFAR.
- Tanzania experience is needed.
- Demonstrated ability and experience in training and capacity building of individuals and teams in developing countries.
- Strong skill set in management and leadership improvements in developing countries and crafting organizational development capacity building plans and technical assistance approaches and tools.
- Experience interacting with government institutions/agencies and USG donors.
- Experience in use of HRM data to inform decision-making, planning, resource allocation and other strategic initiatives.
- Excellent written and oral communication skills (English and Kiswahili) with experience in presenting to groups.
