St. Johns University of Tanzania (SJUT) is a privately owned University
by the Anglican Church of Tanzania (ACT).The University main campus
is located in Kikuyu area ¡n Dodoma, about 3.5km southwest of the
town centre on the Mtera-lringa highway.The University has its centres
in Dar es Salaam: St Mark’s Centre at Buguruni Malapa and DG Msalato
Centre on the Dodoma-Arusha highway about 8km from town and
two other sites within Dodoma Town where the extension education
programmes are based.
The University invites applications from suitably qualified candidates to
fill the following positions.
Job Title: DIRECTOR OF FINANCE AND ACCOUNTS (DFA)
(a) Reports to: Deputy Vice Chancellor (Planning, Finance and
Administration)
(b) Job Summary: To ensure effective and efficieñt utilization of
financial resources and accounting systems in
the University.
(c) Qualification: Master degree in Finance and Accounting,
professional qualification CPA (T), ACCA or
equivalent from a recognized accounting body.
(d) Experience: At least six (6) years working experience
in tertiary education institutions at senior
managerial level. Computer literacy is a must.
(e) Main Duties and Responsibilities:
The Director of Finance and Accounts shall be specifically
responsible for:
(i) Is the Chief Finance Officer of the University and shall be
responsible to the Vice Chancellor, through the Deputy Vice
Chancellor (Planning, Finance and Administration), for the
proper keeping of accounting records, all financial matters
both revenue and capital, and maintaining internal controls;
(ii) Be responsible for preparation of quarterly and annual
financial statements to the Vice Chancellor which shall
show amount allocated to each recurrent and development
activity. expenditure incurred and commitments entered
into up to the end of each quarter;
(iii) Be responsible for timely, preparation of annual estimates of
revenue and expenditure of the University for the ensuing
year for consideration and recommendation by the Planning,
Finance and Administration Committee and approval by the
Management.
(iv) Be responsible for authorizing all orders made out by Vote
Holders before they are sent to Suppliers and for checking
that orders will not cause the Vote to be exceeded.
(V) Be responsible for authorizing all payments made to staff and
third parties. He or She must ensure all payment vouchers
are accurately worded, approved by proper authority,
properly recorded, flied and stored safely after payment;
(vi) Keep proper accounts and as soon as is practicable but
within three months after the end of each financial year,
produce to the University’s Auditors Statement of Income
and Expenditure, Statement of Sources and Application of
Funds and Statement of Assets and Liabilities as at 30th June
Of each Financial Year;
(vii) Ensure all revenues due to the University are promptly and
fully collected, banked Intact, and are reflected in the Cash
Book and properly utilized for intended purpose;
(viii) Ensure that all statutory dues like PAYE, Pension deductions,
are made timely and fully to avoid unnecessary penalties;
and
(ix) Performs any other functions as may be assigned from time
to time by the Deputy Vice Chancellor (Planning, Finance and
Administration).
(f) Salary Scale: Staff salary rank plus duty post allowance
according to SJUT Scheme of Services
(g) Tenure: Four (4) years renewable on satisfactory
