The emphasis of our work is on poverty alleviation guided by global value propositions in Agriculture, Water-Sanitation and Hygiene (WaSH) and Renewable Energy in three multidisciplinary portfolio teams implanted in three provinces of DRC. SNV aims at achieving considerable impact through providing advisory services, facilitating knowledge development, brokering and networking, strengthening local capacity builders (LCB), supporting the establishment of local capacity development funds and carrying out advocacy at national and international level.
The SNV-DRC WaSH program aims to improve sustainable use of drinking water and sanitation services by the population in rural and semi-urban area’s through (i) better coordination, planning and monitoring of the sector’s activities; (ii) improving the operation and maintenance of the WaSH infrastructures and (iii) strengthening the capacity of WaSH service providers (LCB, NGO, private sector, …)
In relation to this, three projects are currently executed: Post Certification Development as part of the ‘safe village and schools programme’ (VEA) of DRC; Governance for Sustainable Operation & Maintenance (GfSOM) and the Inkisi Water Supply Project (development phase).
To reinforce our WaSH team, we are looking for a Senior Associate Advisor WASH
Key responsibilities:
- Strengthen and maintain strong relationship with (semi) governmental and non-governmental organisations and institutions in the WASH sector
- Shaping the sanitation component of the Inkisi Water Supply Project (IWSP) during the development phase (phase I) while implicating all the mayor stakeholders
- Participation in the IWSP steering committee together with the project partners (Witteveen & Bos, REGIDESO, Ministry of Hydraulic Resources and Electricity)
- Provide advice and support to third parties (LCB’s) in order to professionalise their functioning and service delivery;
- Provide high quality advisory services to support the designing, implementing and monitoring of sustainable operation and maintenance services in rural water supply.
- Ensure proper integration of governance, gender issues in SNV advisory services gearing towards tangible results and impact;
- Provide content and performance feedback to the advisors in the RCD WASH team
- Identify and build relationships with potential WASH sector partners
- Identify and explores business development and resources mobilisations opportunities (including concept note and proposal writing)
- Promote knowledge exchange and networking internally and externally and ensure good documentation and dissemination of knowledge in the WASH team
Candidate profile:
- Masters’ Degree or equivalent in related field;
- 8-10 years of experience in water resource management and/or W&S service delivery including 5 years as senior expert (advisor or consultant). Experience in West and Central Africa is preferred;
- Proven technical expertise in the sector with a track record in organisational and institutional development;
- Comprehension of W&S approaches and concepts;
- Affinity with the legal and institutional framework for W&S service delivery in West and Central Africa;
- Knowledge of public sector service planning, delivery and management;
- Knowledge of good governance practices and approaches dealing with gender-sensitive, social inclusion and empowerment principles;
- Proven experience of working with multi-disciplinary and multi-national team;
- Evidence of producing knowledge products
- Track record of generating resources and preparing funding proposals for WASH projects/programs.
- Excellent communication skills in English and French
The Associate Advisor WASH will report to the WASH Sector Leader of SNV-DR Congo.
Contract Duration: 1 year, with the possibility of renewal
