SNV has worked in DR Congo since 2006.The emphasis of its work is on poverty alleviation guided by global value propositions inAgriculture, Water, Sanitation & Hygiene (WASH), and Renewable Energy in three multidisciplinary portfolio teams across three provinces in the Democratic Republic of Congo. SNV aims at achieving considerable impact through providing advisory services, facilitating knowledge development, brokering and networking, strengthening local capacity builders, supporting the establishment of local capacity development funds and carrying out advocacy at national and international levels.
In order to sustain and scale up our sector activities in WASH sector, SNV DR Congo is recruiting a dynamic, content strong and inspiring leader to coordinate the activities in the sector.
The critical task of Sector Leader will be to lead, secure resources mobilization, provide sector strategic direction, inspire and guide a team of diverse national and international advisors towards leveraging and building SNV resources dedicated to meaningful impact at scale in WASH sector. He will report directly to the Country Director of SNV DR Congo and is part of the Country Management Team. Functionally the Sector Leader will report to the Managing Director of the WASH sector and will collaborate with the Global WASH Sector Coordinator.
Major responsibilities
In line with SNV Corporate Strategy, the Country Sector Leader will:
- Provide strategic and operational direction to the sector in terms of content and leadership, including management and development of skilled human resources in the sector
- Identify opportunities, develop innovative program concept and mobilize financial resources in collaboration with the Global Sector Coordinator, Business Development Coordinator and other Country Sector Leaders and plays a key role in getting sufficient resources for SNV services in the sector
- Build relations and lead the external communication with WASH stakeholders including government entities, donors, local organizations, and research institutions related to the sector and leverage the network for developing and implementing additional programs and projects
- Provide administrative oversight over all programmes/projects related to the sector, monitor and steer human resources and financial performance of the sector to deliver meaningful and effective development result
- Provide guidance and steer on Management for Result and ensure credible Monitoring and Evaluation indicators and results
- Actively draw lessons from managing the projects and programs to improve SNV’s service delivery, quality standards and participate in knowledge development expertise groups/networks so as to contribute to the development of sector products and branding. Share innovative delivery models with the team and utilise the knowledge gained for knowledge transfer and for securing additional resources
- Oversee the projects in the sector and steer other project managers in the sector
- Coaches staff, consultants and Local Capacity Builders in the sector team
- Deliver advisory services/advising in more complex projects in role as senior advisor
Candidate profile
The candidate should be at least a strong and mature senior advisor with a track record linked to the sector
- Masters’ Degree or equivalent in related field.
- Minimum of 10 years of working experience in the sectors with at least 7 years of relevant experience in the sector and 3 years in a managerial position.
- Experience of working at senior levels in international development organisation will be preferred.
- Proven experience of working with multi-disciplinary and multi-national team and ability to build the capacity of team members.
- Strong understanding of the context, issues, policies and strategies in the WASH sector in West and Central Africa
- Proven track record in organisational and institutional development processes especially in the context of sector development, capacity building, proposal development and resources mobilization.
- Proven technical expertise in the sector with a track record in managing programmes
- Demonstrated networking ability, awareness of existing development actors in the sector.
- Strong understanding of social services and market development approaches and methods.
- Provide vision and inspiration, lead people by example in all areas, and copes with changes.
- Evidence of producing knowledge products
- Dynamic, entrepreneurial, out-going, leadership and coaching skills with a client and team oriented attitude.
- Strong writing skills with excellent communication skills in English (SNV’s corporate language) and French
Duty station: Matadi with frequent travel to Kinshasa and other provinces of DR Congo

Accessibility: Daily flights to Europe and other parts of Africa from Kinshasa

Contract Duration: 2 years, with the possibility of renewal
