Duties and responsibilities
Under the supervision of the Director OWAS, and in consultation with the Managers of OWAS.1 and 2:
- Serve as Focal Point for the Rural Water Supply and Sanitation Initiative (RWSSI) hosted by OWAS, and as a secretary to the RWSSI Regional Coordination Committee (RCC).
- Ensure timely preparation, and oversee the timely implementation, of the annual work plan for RWSSI and RWSSI Trust Fund activities.
- Regularly monitor implementation of agreed arrangements with RWSSI Trust Fund donors and inform OWAS management of progress and key issues.
- Monitor and regularly report on RWSSI Trust Fund availability and utilization; and,
- Coordinate the organization of regional and sub-regional RWSSI meetings; and coordinate the preparation and monitor the implementation of the RCC work programme;
- Contribute to strengthening collaboration between OWAS and other departments notably OSHD, OSAN, OITC and ONEC; and partnerships with regional and global RWSS.
- In collaboration with the task managers, prepare RWSSI annual and semi-annual reports and work plans, RCC reports, RWSS knowledge products and operational tools for improved performance of RWSSI operations.
- Prepare and make presentations on various RWSSI reports to various stakeholders in various fora as necessary; and
- Contribute to mobilization of resources for RWSSI.
Selection Criteria
Including desirable skills, knowledge and experience
- At least a Master’s degree with specialization in water supply and sanitation, or civil engineering, environmental engineering, rural engineering, finance, or other closely related fields.
- A minimum of 7 (seven) years of working experience in the water sector involving project cycle activities (identification, preparation, appraisal and supervision) is required. At least 5 of these years should have been spent on rural water supply and sanitation-related work. Experience in sector operations in Africa and in programme planning, management and implementation oversight including consultations with technical and financial partners will be an advantage.
- Good working experience with, or working knowledge of, multilateral or bilateral development agencies.
- Demonstrated skills in preparation, presentation and dissemination of sector analytical and technical reports.
- Excellent written and verbal communication skills in English and/or French, and preferably with a working knowledge of the other language.
- Ability to build partnerships, lead teams and deliver results that meet the needs and long-term interest of clients within and outside the Bank.
- Competence in the use of standard software: Word, Excel, PowerPoint, Microsoft Project, etc.
