JOB DESCRIPTION
Job Title: Senior Insurance Expert
Grade: P4
Division : Yellow Card and Regional Customs Transit Guarantee (RCTG –CARNET) Scheme
Duty Station: Lusaka
Commencement Date: June/July, 2013
Report To: The Chief Programme Officer
Key Tasks
The Senior Insurance Expert shall be under the direct supervision of the Chief Programme Officer of the Yellow Card and Regional Customs Transit Guarantee (RCTG–CARNET) Scheme and overall authority of the Secretary General of COMESA. The Senor Insurance Expert shall perform the following duties:
(a) Assist in the implementation and coordination of the Yellow Card Scheme in the COMESA member States;
(b) Liaise with and assist National Bureaux in their operations of the Yellow Card scheme, as well as, in the implementation of the decisions and recommendations of the Council of Bureaux and Technical Management Committee;
(c) Assist in initiating ,coordinating and managing the Yellow Card Scheme;
(d) Identifying the problems in the operations of the Yellow Card Scheme and proving solutions;
(e) Initiate measures and changes to improve the technical, legal, financial and administrative instruments of the Yellow Card scheme;
(f) Assist in administration and functioning of the Yellow Card Office ( Secretariat the Council of Bureaux);
(g) Providing advisory services and technical assistance to members in the implementation and administration of the Yellow Card scheme;
(h) Prepare reports and papers on activities and operations of scheme;
(i) Conduct studies to enhance the efficiency of operations the Yellow Card scheme;
(j) Assist the National Bureaux , the Pool Managers and other stakeholder by Providing up-to –date and reliable Yellow Card information;
(k) Service the meetings of the Council of Bureaux of the Third Party Motor Vehicle Insurance (Yellow Card) Scheme and Technical Management Committee of the Reinsurance Pool of the Yellow Card scheme; and
(l) Any other related duties that may be assigned to you by the Chief Programme Officer or the Assistant Secretary General (Programmes) from time to time
Minimum Qualifications
(a) Minimum of Postgraduate Degree in Economic , Business Administration, Law or any relevant field, and
(b) Diploma from the Chartered Insurance Institution of London (ACII-previously called Associate ship CII) or other recognized Institute or College. FCII is an added advantage
Professional Experience
A minimum of ten (10) years professional experience, five of which are at senior management position. Knowledge of the COMESA region is desirable.
WORKING LANGUAGE
Must be fluent in English and/or French and/or Arabic (oral and written). A combination of any two or all of these languages will be an added advantage.
ELIGIBILITY FOR APPLICATION
