The Horn of Africa (HoA) programme is NRC’s largest mission globally. Operations began in Somaliland in 2004, expanded to Puntland in 2006, South Central and Dadaab in 2007. In 2011, NRC established presence in Kakuma, Kenya, as well as Shire and Dolo Ado in Ethiopia. In 2012, NRC commenced operations in Yemen. The Regional Office is based in Nairobi, Kenya.
Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; education in emergencies, including youth education; protection; food security and distribution. Programmes target both emergency responses to acute crises as well as the capacity to address recurring protection needs of refugee populations through durable solutions. Obtaining and maintaining access to the displaced populations remains the main operational challenge in the Horn of Africa region.
As a key member of the country management and leadership team, the Finance and Administration Manager (FAM) will take shared responsibility for the development of the country programme and delivering results according to NRC’s country and regional strategy
Job description ■Be the Country Director's immediate advisor on all finance related matters ■Ensure that appropriate control mechanisms are in place across the country programme ■Make sure that adequate financial and administrative management routines and systems are in place ■Maintain overall budget control in the country programme, including monitoring cash flows and expenditures ■Capacity building of the Country Office and the Area Offices finance teams ■Review and develop operational finance tools ■Plan for annual closure of the accounts and responsible for coordinating audits in the country ■Establish and execute cost reduction initiatives ■Be the main driving force for NRC’s transparency and anti-corruption work within the regional programme ■Maintain compliance with Ethiopian laws and regulations ■Ensure implementation of NRC’s personnel policy ■Conduct regular field trips to all NRC offices

Qualifications ■Relevant university degree, preferably business administration/financial management OR other relevant educational background combined with relevant professional experience. Experience from accounting and management may compensate for lack of formal education ■Qualified finance professional with financial management experience within a complex global organisation ■Solid experience of work with windows based computer software and modern accounting-systems ■Ability to present complex financial information in a succinct and compelling manner ■Experience with capacity building ■Proven leadership abilities to lead and mentor teams remotely ■Experience of working within strong control frameworks ■Proven skills and experience in report writing ■Understanding of issues in complex emergencies and crisis contexts ■Highly developed interpersonal and communication skills including influencing, negotiation and mentoring with the ability to challenge existing mindsets ■Political and cultural awareness and experience of working where insecurity is a major issue ■Fluency in English, both written and verbal
