Chemonics seeks a long-term health systems senior advisor for the ongoing, USAID-funded Rwanda Family Health Project. This five-year program aims to increase the use of district-level facility and community-based family health services. The project works in an integrated set of service areas including family planning and reproductive health; HIV/AIDS; maternal, neonatal, and child health; malaria prevention and treatment; nutrition; safe water and hygiene; and tuberculosis. Chemonics looks for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include:
- Work closely with the project team, government entities, selected local NGOs, and USAID technical staff to ensure effective and efficient project design, work planning, and implementation related to health systems
- Provide technical oversight and leadership for all project activities, including human capacity development/human resources for health, health financing, service delivery, leadership and governance, information systems, and commodity procurement and distribution
- Provide technical leadership and guidance for all project staff in cooperatives development
- Review, develop, and prepare project training and communications activities in health information systems and health management strengthening
- Identify existing community mobilization approaches that will support community health workers in developing innovative approaches to generating income
- Provide technical assistance to district health management team and district health unit in planning, financial management, budgeting, and program implementation for health facilities in their districts
- Represent the program at Ministry of Health and other technical meetings related to health systems improvement
- Participate in program operations research and monitoring and evaluation activities, seeking and using available data to inform strategic and implementation decisions
- Assist in identifying short-term technical assistance needs to support project activities and help to identify local and international consultants as necessary
Position Qualifications:
- Advanced degree in public health, health management, public administration, health administration, or related field
- Eight to ten years of experience in health systems strengthening
- Experience in health information system strengthening, including central-level coordination and systems integration, and sub-national strengthening for quality collection, analysis, dissemination, and use of health information
- Ability to develop and maintain effective working relationships with USAID, government counterparts at all levels, NGO partners, local organizations, and other program partners
- Successful experience strengthening management systems in the public and or private sectors preferred
- Ability to work effectively in a team environment with program and technical staff.
- Expertise in writing and editing
- Strong interpersonal and communication skills
- Fluent English required; proficient French preferred.
- Demonstrated leadership, versatility, and integrity
