Crown Agents is seeking a Finance Manager for an upcoming multi-donor Health Pooled Fund (HPF) project in the Republic of South Sudan. The 3-year, GBP 120-million fund is intended to ensure health service delivery and support achievement of national health sector development plan objectives across six of South Sudan’s ten states. The project will provide a comprehensive technical package including establishment, management and use of the fund mechanism; ensuring continuity of and support to service delivery; and support to health systems strengthening at national, state and county levels. The Finance Manager will be responsible for setting up and operating all fund financial management arrangements and will sign off on all disbursements. The Finance Manager will also be responsible for conducting financial assessments of fund recipients and will undertake fiduciary oversight of funds to support value for money and guard against misuse/abuse of funds. A key objective of this project is to transfer ownership and stewardship of health service delivery to the Government of South Sudan.
Qualifications: • Master's level degree in accounting, finance or related field • 10+ years’ experience in overseeing finance and accounting aspects of projects • Previous experience working and delivering results in fragile and conflict-affected states (experience working in South Sudan beneficial) • Experience implementing donor funded projects, with an understanding of donor finance and accounting requirements • Ability to work independently, take initiative and meet deadlines with attention to detail and quality. • Excellent computer skills, including proficiency in Microsoft Office suite and experience using other databases and spreadsheets • Excellent written and spoken English
