Lumwana Mining Company is wholly owned by Barrick Gold Corporation and operates one of the largest new copper mines to be developed globally over the last decade. The mine is seeking a proactive and self-motivated Lumwana Mine Property Development (LPDC) General Manager to develop a self sustaining town that supports the Lumwana Mine and drives development of the North-Western Province.
The position will report directly to the Managing Director LMC and will work closely with mine site management and local government committees and organizations. The appointee will be responsible for the following duties and activities:
- Develop a strategic plan for LPDC which clearly defines priority initiatives and actions over the next 5-10 years for LPDC to achieve its vision;
- Manage cost effective and safe operation of LPDC through effective standards and policy development, rigorous budgeting and cost control, and recruitment / training / performance management of LPDC personnel;
- Liaise with relevant government departments, legal advisors, and LMC Management on the development of effective local government and/or interim governance structures for the first new town to be built in Zambia since Independence;
- Ensure development of the Lumwana Multi Facility Economic Zone (LMFEZ);
- Ensure cost effective development of adequate infrastructure and housing to support the growing needs of the Lumwana Town;
- Oversee Community Development and Social Welfare Programs;
- Work with service providers and relevant government agencies to ensure delivery of utilities, works and maintenance services which meet the requirements of residents;
Skills & Abilities
The successful applicant must have the following qualifications/skills:
- Tertiary qualifications in Administration, Commerce, Business Development, Local Government, Town Planning, or related disciplines;
- Minimum 15 years experience in industry and/or government service with at least 5 years in a senior management role;
- Minimum 5 years experience in substantive roles dealing directly with housing development, town planning, business development, or social welfare programs
- Resource sector experience, as well as overseas study and work experience will be viewed favourably.
- Strategically focussed;
- Strong Leadership style;
- High level of integrity and demonstrated record fighting corruption;
- Strong negotiation and influencing skills;
- Well developed network of contacts in the Department of Housing and Local Government and other relevant GRZ Departments
- Budget planning & control skills;
- Demonstrated analytical & reporting skills;
- Confident presentation skills;
- Well developed communication and interpersonal skills with an ability to operate at all levels;
