Danish Refugee Council (DRC) is now recruiting Heads of Finance and Administration for present and future job openings in a.o. the Middle East, West Africa, Central and East Africa, the Horn of Africa (+ Yemen) and South-Central Asia.
BACKGROUND
As a humanitarian organisation working in some of the most challenging operational environments in the world it is of uttermost importance for DRC to work in compliance with the DRC Accountability and Quality Management system in the areas of Administration, HR, Finances and Procurement/Logistics. Smooth, reliable and effective operational systems are preconditions for DRC to maintain its position as a trustworthy and reliable partner for our donors and an accountable organisation towards our beneficiaries.
The position as Head of Finance and Administration in DRC is a cornerstone in keeping up the high quality in DRC’s operations.

Middle East: Iraq, Jordan, Lebanon, Syria, and OPT: Duty station Amman

GLOBAL POOL
DRC will use the present recruitment process to also build a global DRC pool of potential Administrative and Financial professionals who can be deployed in DRC’s operations worldwide for shorter or longer term missions. DUTIES & RESPONSIBILITIES
The HoFA’s are directly responsible for ensuring that:
• DRC Programmes operate in accordance with DRC’s operational standards as expressed in the DRC Operations Handbook and other guidelines in the DRC Accountability and Quality Management system.
The specific duties of the HoFA´s are within two or more of the four areas of: Administration (including IT), Finance, HR and Procurement/Logistics. The mix of areas depends on the specific duty station and position, but Finance is always included.
Overall, the HoFA’s are responsible for the following:
• The existence and maintenance of an accurate and timely Management Information System. This includes a.o. overall planning, budget and control of expenditures for shared operational costs, but also coordination of budgeting and expenditure related to programme implementation.
• Supervision, audits and controlling and implementation of corrective actions related to the DRC standards for operations. This includes a.o. supervision of all financial reporting and financial procedures, including the monthly schedule for financial reporting to HQ, donor reporting and audits, cash flow and liquidity management, legal framework and reporting relations to national authorities.
• Training and training needs assessments as part of improving compliance with DRC standards. This includes on-the-job training, instructions and relevant follow-up measures, as well as the design and conduct of more topic-bound training sessions.
• Systems development and roll out of systems already developed in close cooperation and coordination with DRC’s headquarters. This includes a.o. tools for monitoring shared expenditures, donor co-funding and decentralised book keeping and grants management systems.
• Direct supervision and management of staff in the relevant areas of responsibility.
QUALIFICATIONS
MINIMUM REQUIREMENTS for applicants are:
• Documented solid skills and experience at the appropriate level concerning the four areas of responsibility
• International NGO experience from similar positions
• Demonstrated skills as a trainer/capacity builder
• Documented senior management experience
• High proficiency in English (and French for the West and Central African positions)
OTHER QUALIFICATIONS/REQUIREMENTS which will be taken into consideration are:
• Post graduate level in finance and administration or equivalent educational background
• Additional language skills (French, Arabic, Russian)
• Demonstrated intercultural sensitivity
• Volume and complexity of previous experience
• Specialised expertise and experience in the areas of Finance, HR, Administration, Procurement/Logistics
• Previous relevant experience with DRC
• Systematic mindset and capability of implementing changes

Contract: From 12 months up with possibility of extension, subject to funding.
