ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS: This Human Resources Officer position is located in the Human Resources Section (HRS) within the Administrative Support Branch (ASB), the United Nations (UN) Office for the Coordination of Humanitarian Affairs (OCHA), Geneva. The incumbent, under the overall supervision of the Chief of the HR Section, within the delegated authority, will be responsible for the following duties:
In terms of Administration of Entitlements and Benefits, the incumbent certifies Personnel Actions related to modification of post incumbency, contract extension, actions related to family status, change of personal data and so forth; Provides procedural and technical support for the administration of benefits and field staff entitlements and the application of staff regulations and rules; Processes personnel transactions relating to salary, benefits and social security schemes; Verifies accuracy of source materials; obtains benefits estimates and final benefit calculations; Briefs field staff or former staff on entitlements and changes therein; prepares documentation required for disbursement of benefits; obtains and verifies information that serves to determine eligibility for entitlements and to establish and/or update the application of contract provisions; Briefs field staff on their entitlements and on administrative procedures and rules; Compiles and retrieves data and maintains appropriate records; Provides advice to (field offices) managers and individual field-based staff members on interpretation and application of staff regulations and rules; Reviews and prepares advice to the Chief of the Section, regarding exceptions to Rules and Regulations; Provides advice to managers of branches, field offices and individual field-based staff members of salary and related benefits, travel and social security entitlements; Reviews and recommends to the Chief of the Section benefits and entitlements for field staff on the basis of contractual status; Reviews policies and procedures and recommends to the Chief of Section changes as required; Reviews and recommends level of remuneration for consultants: the incumbent may also advise and counsel field staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements; Within the limits of delegated authority, the incumbent also supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative actions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.
In terms of Recruitment and Placement, the incumbent ensures that the directives of the General Assembly (GA) and the instructions of the Secretary-General are strictly followed; Provides guidance to managers of branches and field-based offices in the interpretation of Staff Rules and Regulations, written operational policies and guidelines and GA resolutions; Participates in overseeing the vacancy management process of field staff positions, in order to ensure adequate overall staffing levels and timely recruitment of staff assigned to OCHA humanitarian assistance programmes and on-going activities; Provides advice managers of branches and field-based offices in preparation of interviews and other evaluation techniques to select candidates; Conducts procedural review of recommendation files regarding the selection of candidates for appointment; Reviews and advises on job offers for selected candidates; Reviews relevant branches' and field offices' requests for temporary, fixed-term and/or emergency appointments; all other pertinent HR tasks assigned by the Chief of the Section.
COMPETENCES
PROFESSIONALISM: Ability to conduct independent research and analysis, identify and address key issues, and recommend suitable solutions; Familiarity with OCHA's mandate and its activities as well as with its field-based operations in terms of administration and recruitment procedures; Very good knowledge of IMIS; Good knowledge of the Inspira system and its applicability; Familiarity with the UN Staff Rules and Regulations as well as with its Policies and Procedures; Ability to interpret Staff Rules and Regulations and their applicability in the practice; Familiarity with the UN common system, its human resources policies, procedures, practises, regulations, and rules is desirable; a Very good knowledge of word processing software and Internet applications is also desirable; Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Qualifications & Experience
EDUCATION: Advanced university degree (Master's degree or equivalent) in Human Resources Management, Public or Business Administration, Law, Social Sciences, or in a related area; a first-level university degree (Bachelor’s degree or equivalent) in combination with extensive relevant professional experience in a related area may be accepted in lieu of advanced university degree.
WORKING EXPERIENCE: A minimum of five (5) years of progressively responsible professional experience in Human Resources Management (preferably with a strong emphasis on administration of staff entitlements and benefits), Public or Business Administration, Law or related area; Extensive practical/hands-on professional experience with administering field-based staff or relevant professional experience acquired directly in a field setting (i.e. a geographical location of a project implementation) would be a strong asset; Relevant professional experience within the UN common system (particularly, a UN entity with field-based activities/operations) would be a strong advantage.
LANGUAGE: For this position fluency in English (both oral and written) is required; Working knowledge of French would be an asset.
