Capacity-building in Labour Market Oriented Education in Ethiopia

Background Information:
The efforts of the Ethiopian government to provide access to education for all are remarkable and have helped the country to catch up, within just a few decades compared to other countries in the region, and also to keep up, owing to the support of the reforms coming from the German side, especially in vocational and higher education. In vocational education, the number of students will increase from approximately 700,000 students in 2009 to 1,100,000 in 2015. In addition to the goal of training qualified professionals, the vocational schools will encourage innovation and technology transfer, thus contributing to the economic and industrial development and ultimately to creating jobs. The massive increase in the numbers of trainees is a major challenge for the training facilities in terms of infrastructure, quantity and quality of the teaching staff, the guaranteeing of quality standards during training and the orientation of the education system towards the labour market. On top of that, gender equality is a another challenge which is addressed in policy planning documents as a cross-cutting issue but has, at present, very little impact on the working world. Women of all ages, but especially young women, suffer from a lack of employment, from underemployment and low wages.
Since 2005, the Engineering Capacity Building Program (ecbp) has, with participation of the German International Cooperation (GIZ), promoted labour market related education and economic development. Ecbp had a leading role in the development of the National Vocational Training Strategy and was deeply involved in the reorientation towards a decentralised, competency-based and labour market oriented vocational training system and the establishment of regional vocational education authorities. The development of occupational standards, curricula and the establishment of an appropriate testing and certification system were also included in the scope of duties.
The new GIZ project "Labour Market Oriented Education" will follow-up and support these reforms which were launched by ecbp:
The establishment of the National TVET Agency as the central organisation in the implementation of vocational education will be supported. Within the VET system, four pillars are of particular interest:
a)the implementation of dual training,
b)the support of the examination system, and
c)the introduction of a management information system, but also the support of other components within the competency-based training system. Moreover, the institutional reform of the VET system shall, in model facilities, be accompanied by the provision of training and organisational consulting services. Gender mainstreaming shall be taken into consideration in all processes.
The German vocational education system serves as a reference model for the vocational education reform in Ethiopia. Ethiopia's implementing partner has specifically asked for the establishment of long-term partnerships with public institutions which are active in the above-mentioned support areas in the vocational training system and which participate in the implementation and further development of the German vocational education system and have, in addition, a full overview of all aspects of the system. The partnerships will enable the continuous transfer of knowledge and the benchmarking with the German vocational training system (eg through the twinning of institutions, the opportunity to exchange information and experiences, etc). It is desirable to include this as a central aspect in the contract and, where appropriate, pass this task on to a consortium which has the relevant institutional capacities.
It is intended to integrate two already known national long-term experts into the project team.
Personnel
1)Two international long-term experts (total of 40 expert months), with strong technical background in at least one of the areas of responsibility listed below and good knowledge of the entire vocational training system as well as of change management will be seconded by the contractor in order to provide the following services (together with national and international short-term experts):
a.Quality mana in the dual training, via consulting services provided to companies and business associations with the aim of improving the company-based part of their vocational training. This shall include training activities and coordination of regional experts;
b.Quality assurance in the implementation of the national examination system in vocational education by advising federal and regional TVET departments on all aspects of the examination system (Occupational Standard Assessment Certification, OSAC). These training programmes are implemented and are to accompany the introduction of the system elements examination and certification in selected occupational areas;
c.Quality assurance in further training through expert guidance in the implementation of customised in-house training in technical areas, as well as in company management topics;
d.Implementation of a Management Information System at the National TVET Authority and selected TVET institutions
·International experts will be supported by IP Consult and IP Consult’s partners via technical backstopping.
·As an expert, you will work in close coordination with the Ethiopian implementing partners and your are knowledgeable in at least one of the topics a) to d) listed above. You will work towards the creation of sustainable partnerships between the participating German/international and Ethiopian vocational training institutions (eg twinning projects). You are also expected to be ready to integrate gender mainstreaming in processes and activities.
·Your professional background provides you with a good knowledge of the (German) vocational training system. You are well connected to other TVET experts and you can rely on work experience in various TVET institutions, preferably on different levels. Moreover, you are familiar with organisational changes and have knowledge of change management.

You are well connected to other TVET experts and you can rely on work experience in various TVET institutions, preferably on different levels. short-term experts who will complement and support the topics a) to d) as a team of experts in close cooperation with the long-term experts, also with regard to the management the processes of change and the sustainable implementation of the entire vocational training system.
